Abstract

PDAM is a local government-owned business that provides services and organizes public benefits in the field of drinking water. At PDAM Malingping, there are many work activities that have the potential to cause work accidents and occupational diseases, especially in field work, namely the technical affairs of the production and distribution sections. This study aims to assess the fulfillment of OHS aspects of field work at PDAM Malingping based on Law No.1 of 1970 and Minister of Manpower Regulation No.5 of 2018 and Minister of Manpower and Transmigration Regulation No.1 of 1980, determine the hazards and risk levels and provide recommendations for controlling the risk of work accidents in the technical affairs of the production and distribution section of PDAM Malingping. The results are the fulfillment value of the OHS aspect is 9.1% which is included in the interpretation of not good. In the production section, 28 potential hazards and risks were obtained with 9 low risks, 13 moderate risks, 3 high risks and 3 extreme risks, and the control for extreme level risks is to eliminate manual handling activities carrying chemical liquids by implementing a mechanical work system design using a chemical dosing pump machine. While in the distribution section, 27 potential hazards and risks were obtained with 4 low risks, 7 medium risks, 10 high risks and 6 extreme risks, and the control for extreme level risks is to make OHS SOP for distribution activities and the use of PPE.

Additional Information: PDAM adalah usaha milik pemerintah daerah yang memberikan jasa pelayanan dan menyelenggarakan kemanfaatan umum dibidang air minum. Di PDAM Malingping banyak aktivitas kerja yang berpotensi menimbulkan kecelakaan kerja dan penyakit akibat kerja, khususnya pada pekerjaan lapangan yaitu urusan teknik bagian produksi dan distribusi. Penelitian ini bertujuan untuk menilai pemenuhan aspek K3 pekerjaan lapangan di PDAM Malingping berdasarkan Undang-Undang No.1 Tahun 1970 dan Peraturan Menteri Ketenagakerjaan No.5 Tahun 2018 serta Peraturan Menteri Tenaga Kerja dan Transmigrasi No.1 Tahun 1980, mengetahui bahaya dan tingkat risiko serta memberikan rekomendasi pengendalian risiko kecelakaan kerja di urusan teknik bagian produksi dan distribusi PDAM Malingping. Hasil menunjukkan bahwa nilai pemenuhan aspek K3 sebesar 9,1% yang masuk interpretasi tidak baik. Pada bagian produksi didapatkan 28 potensi bahaya dan risiko dengan 9 risiko rendah, 13 risiko sedang, 3 risiko tinggi dan 3 risiko ekstrim, serta pengendalian untuk risiko level ekstrimnya adalah mengeliminasi aktivitas manual handling membawa cairan kimia dengan menerapkan rancangan sistem kerja mekanik menggunakan mesin pompa dosing kimia. Sedangkan pada bagian distribusi didapatkan 27 potensi bahaya dan risiko dengan 4 risiko rendah, 7 risiko sedang, 10 risiko tinggi dan 6 risiko ekstrim, serta pengendalian untuk risiko level ekstrimnya adalah membuat SOP K3 kegiatan distribusi dan penggunaan APD.
