Abstract

The role of international organizations in mitigating climate change is fundamental to achieving the goals of the convention mandated in article 2 number 1 of the 2015 Paris Agreement. The G20 as an organization that influences global policies is no exception to the energy transition policy. The G20 is taking concrete action on the world's energy transition policy while there are still several obstacles and challenges in implementing the policy. There are two problem identifications that arise, namely how the role of the G20 in the energy transition policy is reviewed based on the 1992 United Nations Framework Convention on Climate Change? and how are the obstacles to the G20 as an international organization that plays a role in implementing the world's energy transition policy? The role of International Organizations and the Theory of Institutional Liberalism are the basic theories that researchers use. This research was conducted using normative juridical research methods and by using literature studies as research material and analyzed with qualitative analysis. The results of this study can be concluded that International organizations with capabilities such as the G20 are very helpful to the UNFCCC in implementing energy transition policies to achieve the objectives of the convention as stipulated in article 2 number 1 of the Paris Agreement. The G20 apart from resolving economic and trade issues. The G20 in each of its high-level conferences has produced important decisions such as the Hamburg Declaration, the Bali Declaration and several Action Plans as well as several other policies which are based on the 1992 UNFCCC. However, the role of the G20 is still felt to be less effective because there are still several obstacles in implementing the policies made. namely, there is still high use of fossil fuels for financing renewable energy technology and there are clashes with the interests of each country and the policies made are soft law. Based on these conclusions, researchers provide suggestions that require strong G20 policy formulation such as providing sanctions and strengthening commitment by prioritizing the interests of the organization.

Additional Information: Peran organisasi internasional dalam mitigasi perubahan iklim sangat fundamental untuk mencapai tujuaan konvensi yang diamanatkan pada pasal 2 angka 1 Perjanjian Paris 2015. G20 sebagai organisasi yang berpengaruh terhadap kebijakan-kebijakan global tak terkecuali kebijakan transisi energi. G20 melakukan aksi konkret terhadap kebijakan transisi energi dunia disamping masih adanya beberapa hambatan dan tantangan dalam implementasi kebijakan tersebut. Terdapat dua identifikasi masalah yang muncul yaitu bagaimana peran G20 terhadap kebijakan transisi energi ditinjau berdasarkan Konvensi Kerangka Kerja Perubahan Iklim Perserikatan Bangsa – Bangsa 1992? serta bagaimana hambatan G20 sebagai organisasi internasional yang ikut berperan dalam melaksanakan kebijakan transisi energi dunia? Peran Organisasi Internasional dan Teori Liberalisme Institusional menjadi teori dasar yang peneliti gunakan. Penelitian ini dilakukan dengan menggunakan metode penelitiaan yuridis normatif dan dengan menggunakan studi kepustakaan sebagai bahan penelitian dan dianalisa dengan analisa kualitatif. Hasil dari penelitian ini dapat disimpulkan bahwa Organisasi Internasional yang memiliki kapabilitas seperti G20 sangat membantu UNFCCC dalam implementasi kebijakan transisi energi untuk mencapai tujuan konvensi sebagaimana diatur dalam pasal 2 angka 1 Perjanjian Paris. G20 disamping menyelesaikan isu ekonomi dan perdagangan. G20 didalam setiap konferensi tingkat tingginya telah melahirkan keputusan penting seperti Deklarasi Hamburg, Deklarasi Bali dan beberapa Rencana Aksi serta beberapa kebijakan lainnya yang berlandaskan pada UNFCCC 1992. Akan tetapi, peranan G20 dirasa masih kurang efektif dikarenakan masih adanya beberapa hambatan dalam implementasi kebijakan yang dibuat yaitu masih adanya penggunaan bahan bakar fosil pembiayaan teknologi energi terbarukan yang tinggi dan adanya bentrokan dengan kepentingan masing-masing negara serta kebijakan yang dibuat bersifat hukum lunak. Berdasarkan kesimpulan tersebut, peneliti memberikan saran yaitu diperlukan formulasi kebijakan G20 yang kuat seperti pemberian sanksi dan penguatan komitmen dengan mementingkan kepentingan organisasi.
