Abstract
Implementation of policy expanding employment opportunities is the government’s effort to reduce unemployment. The high unemployment rate in Bekasi regency is a problem that must be resolved the government because Bekasi regency has the biggest industrial area in Asia, to resolved this problem, the government made policy regulation by issuing regulation in the form of Regent’s Regulation (PERBUP) Number 0 of 2019 about Expansion of Job Opportunities. With the aim of absobing as many local workers as possible in the company. This reasearch uses implementation theory Van Meter and Van Horn’s in Winarno (2012:177). The method used is desriptive qualitative data collection thecnique as a interview, obsevation, and documentation. The reults of the reasearch show that the implementation of Bekasi Regent Regulation Number 9 of 2019 about expansion of job opportinities during the pandemic Covid-19 in Bekasi Regency has generally gone quite well, seen from the achievement of the policy objectives with reduced unempliyment rate in Bekasi Regency, althought not yet optimally. The resources for implementing policies are good. Communication between the government and companies has not been running well and optimwlly because many companies are not awae of the policies for expanding employment opportunities. There are obstacles in socializing the policy. The social, economic, and political environment is conducive and good in implementing the policy. Getting a responce positive from political elite, the private sector and society.

Additional Information: | Implementasi kebijakan perluasan kesempatan kerja merupakan upaya pemerintah dalam mengurangi pengangguran. Tingginya tingkat pengangguran di Kabupaten Bekasi menjadi [0[0persoalan yang harus diselesaikan pemerintah karena Kabupaten Bekasi memiliki kawasan industri terbesar se-Asia, untuk menyelesaikan permasalahan tersebut pemerintah membuat peraturan kebijakan dengan mengeluarkan regulasi berupa Peraturan Bupati (PERBUP) Nomor 9 Tahun 2019 tentang Perluasan Kesempatan Kerja. Dengan tujuan dapat menyerap tenaga kerja lokal sebanyak-banyaknya di perusahaan. Penelitian ini menggunakan teori implementasi Van Metter dan Van Horn dalam Winarno (2012:177). Metode yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Implementasi Peraturan Bupati Bekasi Nomor 9 Tahun 2019 Tentang Perluasan Kesempatan Kerja pada masa covid-19 di Kabupaten Bekasi secara umum sudah berjalan cukup baik, dilihat dari tercapainya tujuan kebijakan sesuai dengan arahan kebijakan meskipun belum secara maksimal. Sumberdaya pelaksana kebijakan sudah baik, Komunikasi antara pemerintah dan perusahaan belum berjalan secara baik dan maksimal karena banyak perusahaan tidak mengetahui kebijakan perluasan kesempatan kerja, terdapat hambatan dalam sosialisasi kebijakan, lingkungan sosial,ekonomi,dan politik sudah kondusif dan baik dalam melaksanakan kebijakan, mendapatkan respon positif dari para elit politik, pihak swasta, dan masyarakat. | |||||||||
