Abstract
This research is motivated by several problems related to the implementation of the Special Financial Assistance policy for Rural Infrastructure. The aim of this research is to analyze the implementation of the Special Financial Assistance policy for Rural Infrastructure in Ciparahu Village, Cihara District, Lebak Regency. The research method used is descriptive research using a qualitative approach. The results of the research show that the development of road infrastructure in Ciparahu Village, Cihara District, Lebak Regency through the Special Financial Assistance Policy for Rural Infrastructure has not reached optimality. Problems arise in the communication aspect, where coordination between policy implementers (Village Government), technical implementers (DPMD), and the Infrastructure Technical Assistance Team (PDTI) is hampered, resulting in difficulties in direct communication and coordination. Then from the resource aspect, there was a lack of Infrastructure Engineering (PDTI) personnel, there was a conflict between land owners and the Village Government, then development implementation was hampered due to rainy weather, and less than optimal involvement of local communities in road maintenance. In the disposition aspect, there is no clarity regarding the criteria for determining villages to receive Special Rural Infrastructure Financial Assistance, and the distribution of incentives is only intended for TPK and workers. Lastly, the bureaucratic structure aspect shows optimal implementation with Standard Operating Procedures (SOP), fragmentation and good supervision.

| Additional Information: | Penelitian ini dilatarbelakangi oleh beberapa permasalahan terkait implementasi kebijakan Bantuan Keuangan Bersifat Khusus untuk Infrastruktur Perdesaan. Tujuan penelitian ini adalah menganalisis implementasi kebijakan Bantuan Keuangan Bersifat Khusus untuk Infrastruktur Perdesaan di Desa Ciparahu Kecamatan Cihara Kabupaten Lebak. Metode penelitian yang digunakan adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pembangunan infrastruktur jalan di Desa Ciparahu Kecamatan Cihara Kabupaten Lebak melalui Kebijakan Bantuan Keuangan Bersifat Khusus Infrastruktur Perdesaan belum mencapai optimal. Permasalahan muncul pada aspek komunikasi, dimana koordinasi antara pelaksana kebijakan (Pemerintah Desa), pelaksana teknis (DPMD), dan Tim Asistensi Teknik Infrastruktur (PDTI) terhambat sehingga mengakibatkan kesulitan dalam komunikasi dan koordinasi secara langsung. Kemudian dari aspek sumber daya, kurangnya tenaga Teknik Infrastruktur (PDTI), sempat terjadinya konflik antara pemilik lahan dengan Pemerintah Desa, kemudian terhambatnya pelaksanaan pembangunan akibat cuaca hujan, dan kurang optimalnya keterlibatan masyarakat sekitar dalam pemeliharaan jalan. Pada aspek disposisi, belum ada kejelasan terkait kriteria dalam menentukan desa penerima Bantuan Keuangan Khusus Infrastruktur Perdesaan, serta penyaluran insentif hanya diperuntukkan bagi TPK dan para pekerja. Terakhir, aspek struktur birokrasi menunjukkan pelaksanaan yang optimal dengan Standar Operasional Prosedur (SOP), fragmentasi, dan pengawasan yang sudah baik. | ||||||
