Abstract

Villages, as vital assets in Indonesia's development, require a primary focus on improving the well-being of rural communities. BPS data for 2022 notes 83,794 villages with a significant level of poverty. Law No. 6 of 2014, supported by other regulations and President Jokowi's nawacita ideas, strengthens the government's commitment to village development. The Smart Village Program emerges as an innovative solution with digital transformation to enhance welfare services. A case study of Sodong Village in Tangerang Regency demonstrates progress in Smart Village implementation but faces challenges such as a lack of legal foundation, suboptimal digital infrastructure, and insufficient technological understanding.This research aims to analyze the implementation of the Smart Village Program in Sodong Village, Tangerang Regency. The method used is qualitative descriptive to provide an accurate and systematic overview. The analysis is based on George C. Edward III's policy implementation theory, encompassing communication, resources, disposition, and bureaucratic structure as four key variables. Data processing utilizes Miles & Huberman's interactive analysis model with three main activities: data reduction, data presentation, and conclusion. The research results in Sodong Village indicate that the implementation of the Smart Village Program is still suboptimal. According to George C. Edward III's policy implementation theory, the program falls short in all aspects. Limitations in human resource competencies and capabilities, inadequate physical infrastructure, and the ineffectiveness of village fund utilization affect program success. The lack of a standardized success framework and clear Standard Operating Procedures (SOP) poses obstacles, while coordination at the village level needs strengthening, particularly with Pokdarwis (Tourism Awareness Groups) with the Village Head as a mentor.

Additional Information: Desa sebagai aset vital dalam pembangunan Indonesia memerlukan fokus utama untuk meningkatkan kesejahteraan masyarakat pedesaan. Data BPS per 2022 mencatat 83.794 desa dengan tingkat kemiskinan yang signifikan. UU No. 6 Tahun 2014, didukung oleh regulasi lain dan gagasan nawacita Presiden Jokowi, menguatkan tekat pemerintah untuk mengembangkan desa. Program Smart Village menjadi solusi inovatif dengan transformasi digital untuk meningkatkan pelayanan kesejahteraan. Studi kasus Desa Sodong di Kabupaten Tangerang menunjukkan progresifitas dalam penerapan Smart Village, namun menghadapi kendala seperti kurangnya landasan hukum, infrastruktur digital belum optimal, dan kurangnya pemahaman teknologi. Penelitian ini bertujuan untuk menganalisis implementasi Program Smart Village di Desa Sodong, Kabupaten Tangerang. Metode yang digunakan adalah deskriptif kualitatif untuk memberikan gambaran yang akurat dan sistematis. Analisis didasarkan pada teori George C. Edward III dalam empat variabel implementasi kebijakan, termasuk komunikasi, sumber daya, disposisi dan struktur birokrasi. Pengolahan data menggunakan model analisis interaktif Miles & Huberman dengan tiga kegiatan utama: reduksi data, presentasi data dan kesimpulan. Hasil penelitian di Desa Sodong menunjukkan bahwa implementasi Program Desa Cerdas masih belum optimal. Berdasarkan teori implementasi kebijakan George C. Edward III, program ini masih belum optimal dalam semua aspek. Keterbatasan dalam kompetensi dan kemampuan sumber daya manusia, infrastruktur fisik yang tidak memadai dan lemahnya efektifitas penggunaan dana desa mempengaruhi kesuksesan program. kurangnya kerangka kerja standar keberhasilan dan Standart Operational Procedur (SOP) yang jelas menimbulkan hambatan, sementara koordinasi di tingkat desa perlu diperkuat, terutama Pokdarwis (Kelompok Sadar Wisata) dengan Kepala Desa sebagai pembina.
