Abstract

Bagedur Beach is a tourist attraction that has great potential to be developed as one of the leading tourist attractions in Lebak Regency. Bagedur Beach tourism still has lots of piles of rubbish and damaged facilities. This is because local people still throw rubbish carelessly and do not have a sense of responsibility to protect the environment at Bagedur Beach. The identification of the problem from this research is: What is the role of the Sukamanah Village community in managing the Bagedur Beach tourist attraction as a potential development for a competitive area in Lebak Regency based on Lebak Regency Regional Regulation Number 1 of 2016 concerning the Master Plan for Regional Tourism Development? And what are the inhibiting factors in implementing the community's role in managing the Bagedur Beach tourist attraction in Sukamanah Village, Lebak Regency? The theory used in this research uses Authority Theory and Management Theory. The research method used is empirical juridical with qualitative juridical data analysis. The data used in this research is secondary data supported by primary data in the form of interviews with Pokdarwis/Bagedur Beach Tourism Manager, Lebak Regency Culture and Tourism Office and Sukamanah Village Head. The results obtained from this research are that the role of the Sukamanah Village community in managing the Natural Beach Tourism Object is contained in article 1 of the Lebak Regency Regional Regulation Number 1 of 2016 concerning the Master Plan for Regional Tourism Development. However, the role of the community in the management and guidance of the regional government and the Lebak district government has not optimally implemented its authority in terms of managing natural beach tourism objects in Sukamanah village. Then there are several inhibiting factors in managing natural beach tourism objects in Sukamanah village, namely tourism facilities and infrastructure that are not yet good, the role of regional communities is still not fully supportive of each other. The conclusion from this research is that the collaboration between village communities and the Lebak district government based on the Lebak district regulation 1 of 2016 has not been optimal in carrying out its authority. The suggestion from researchers is that the Regional Government of Lebak Regency should pay more attention to natural beach tourism in Lebak Regency, because natural tourism in Lebak Regency has great potential for economic progress in the economy of Lebak Regency.

Additional Information:	Pantai Bagedur merupakan salah satu objek wisata yang memiliki potensi besar untuk dikembangkan sebagai salah satu wisata unggulan di Kabupaten Lebak. Wisata Pantai Bagedur masih banyak terdapat tumpukkan sampah dan fasilitas yang rusak. Hal ini karena masyarakat setempat masih membuang sampah sembarangan dan belum memiliki rasa tanggungjawab untuk menjaga lingkungan di Pantai Bagedur. Identifikasi masalah dari penelitian ini adalah Bagaimana peran masyarakat Desa Sukamanah dalam mengelola objek wisata Pantai Bagedur sebagai pengembangan potensi daerah yang berdaya saing di Kabupaten Lebak berdasarkan Perda Kabupaten Lebak Nomor 1 tahun 2016 Tentang Rencana Induk Pembangunan Kepariwisataan Daerah ? Serta apa faktor penghambat dalam pelaksanaan peran masyarakat dalam pengelolaan objek wisata Pantai Bagedur di Desa Sukamanah Kabupaten Lebak ? Teori yang digunakan dalam penelitian ini menggunakan Teori Kewenangan dan Teori Pengelolaan. Metode penelitian yang digunakan yaitu yuridis empiris dengan analisa data yuridis kualitatif. Data yang digunakan dalam penelitian ini yaitu data sekunder yang ditunjang dengan data primer berupa wawancara dengan Pokdarwis/Pengelola Wisata Pantai Bagedur, Dinas Kebudayaan dan Pariwisata Kabupaten Lebak dan Kepala Desa Sukamanah. Hasil yang diperoleh dari penelitian ini yaitu bahwa peran masyarakat Desa Sukamanah dalam mengelolaan Objek Wisata Alam Pantai terdapat di pasal 1 Perda Kabupaten Lebak Nomor 1 Tahun 2016 tentang Rencana Induk Pembangunan Kepariwisataan Daerah. Akan tetapi peran masyarakat dalam pengelolaan dan pembinaan dari pemerintah daerah serta pemerintah daerah kabupaten lebak belum secara optimal melaksanakan kewenangannya dalam hal pengelolaan objek wisata alam pantai di desa Sukamanah. Kemudian ada beberapa faktor penghambat dalam pengelolaan objek wisata alam pantai di desa sukamanah yaitu sarana dan prasarana wisata yang belum baik, peran masyarakat daerah yang masih belum sepenuhnya mendukung satu sama lain. Kesimpulan dari penelitian ini bahwa kerjasama masyarakat desa dan pemerintah daerah kabupaten Lebak berdasarkan perda kabupaten Lebak 1 tahun 2016 belum maksimal dalam menjalankan kewenangan nya. Saran dari peneliti adalah Pemerintah Daerah Kabupaten Lebak sebaiknya lebih memperhatikan wisata alam pantai di Kabupaten Lebak, karena wisata alam di Kabupaten Lebak sangat memiliki potensi yang bagus untuk kemajuan ekonomi perekonomian Kabuapten Lebak.
