Abstract
The implementation of the Child Decent City (KLA) in Pandeglang Regency towards the fulfillment of education rights is carried out to solve the problems that occur, the number of children who drop out of school, the lack of facilities to support creative and recreational facilities as a means of utilizing leisure time and cultural activities, and not yet fully become a child-friendly school. This study aims to determine and describe the implementation of Child Decent City (KLA) in Pandeglang Regency towards the Fulfillment of Child Education based on Regional Regulation No. 1 of 2021 concerning Child Decent City. The identification of problems in this study is how the implementation of the Regional Regulation of Pandeglang Regency concerning the Implementation of a Child- Friendly City on the fulfillment of children's education rights and what are the factors that hinder the Regional Government of Pandeglang Regency regarding the Child-Friendly City in fulfilling the right to education. In addition, the theories used in this study are the Theory of Government Action and the Theory of Child Protection. This research uses Juridical-empirical research methods, the specification of this Juridical-Empirical research uses a Descriptive Analytical approach. The source of research data used is primary data and secondary data. This study used data collection techniques through observation, interviews, and literature research. Data analysis in the research used in the form of inductive approaches and qualitative approaches. The results of the study are that Pandeglang Regency has received the title of Primary Level Child Worthy City. however, the implementation of the Child Decent City policy in the Education Sector in Pandeglang Regency has not gone well. The conclusion of this study is that the implementation of KLA policy in Pandeglang Regency is in accordance with the provisions of article 32 of Pandeglang Regency Regional Regulation Number 1 of 2021 concerning Child Friendly Cities. In its implementation, each indicator has been implemented well, but has not been fully fulfilled in the fulfillment of the right to education. The budget used for KLA policy development is still limited, specifically limited to the budget for each OPD which is still insufficient. And there are no special facilities for children to play in each sub- district or urban Village.

| Additional Information: | Implementasi Kota Layak Anak (KLA) di Kabupaten Pandeglang terhadap pemenuhan hak pendidikan dilaksanakan untuk menyelesaikan permasalahan yang terjadi, banyaknya anak yang putus sekolah, kurangnya fasilitas dalam menunjang sarana kreatif dan rekreasi sebagai sarana memanfaatkan waktu luang dan kegiatan budaya, serta belum sepenuhnya sekolah mejadi sekolah ramah anak. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan implementasi Kota Layak Anak (KLA) di Kabupaten Pandeglang Terhadap Pemenuhan Pendidikan Anak berdasarkan Perda NO. 1 Tahun 2021 Tentang Kota Layak Anak. Identifikasi masalah dalam penelitian ini ialah Bagaimana implementasi Peraturan Daerah kabupaten pandeglang tentang Penyelenggaraan Kota Layak Anak terhadap pemenuhan hak pendidikan anak dan apa saja faktor yang menghambat Pemerintah Daerah Kabupaten Pandeglang mengenai Kota Layak Anak dalam pemenuhan hak pendidikan. Selain itu, Teori yang digunaan pada penelitian ini adalah Teori Tindakan Pemerintahan dan Teori Perlindungan Anak. Penelitian ini menggunakan metode penelitian Yuridis-empiris, spesifikasi penelitian Yuridis-Empiris ini menggunakan pendekatan Deskriptif Analitis. Sumber data penelitian ynag digunakan berupa data primer dan data sekunder. pada penelitian ini menggunakan teknik pengumpulan data melalui observasi, wawancara, dan penelitian kepustakaan. Analisis data pada penelitian yang digunakan berupa pendeketan induktif dan pendekatan kualitatif. Hasil penelitian yaitu Kabupaten Pandeglang sudah mendapatkan predikat Kota Layak Anak Tingkat Pratama. akan tetapi, implementasi kebijakan Kota Layak Anak pada Bidang Pendidikan di Kabupaten Pandeglang belum berjalan secara baik. Kesimpulan dari penelitian ini adalah implementasi kebijakan KLA di Kabupaten Pandeglang telah sesuai dengan ketentuan pasal 32 Peraturan Daerah Kabupaten Pandeglang Nomor 1 Tahun 2021 Tentang Kota Layak Anak. Dalam pelaksanaanya pada setiap indikator sudah dilaksanakan dengan baik, tapi belum sepenuhnya terpenuhi dalam pemenuhan hak pendidikan. Anggaran yang digunakan untuk pengembangan kebijakan KLA masih terbatas secara khusus hanya terbatas pada anggaran pada tiap-tiap OPD yang masih belum mencukupi. Serta belum adanya fasilitas khusus untuk untuk bermain anak di tiap kecamatan atau kelurahan. | |||||||||
