Abstract
Zakat is an institution or rule in the Islamic religion and is one of the laws of worship related to property. Zakat is a religious institution aimed at improving justice, community welfare and poverty alleviation. Zakat can be relied on as a mechanism for overcoming poverty that occurs in Indonesia through productive zakat programs. The initial basis for productive zakat management is how zakat funds are not consumed for daily needs but are more meaningful because they are used to launch businesses. Based on this background, problems can be identified. How is the implementation of productive zakat management in the city of Serang? How are zakat management efforts to improve community welfare in the city of Serang? This research uses a normative juridical and empirical juridical approach, data analysis uses qualitative descriptive analysis. The theories used are the Al-Maslahah Al-Murlahan theory and welfare theory. In this research, it can be concluded that the implementation of the distribution of productive zakat has not been carried out optimally because there are no mustahik who have become muzakki, there is no assistance from BAZNAS Serang City to mustahik in managing the business they run so that there are mustahik who do not use the financial assistance as expected by BAZNAS.

| Additional Information: | Zakat merupakan pranata atau aturan dalam agama Islam dan menjadi salah satu hukum ibadah yang terkait dengan harta benda. Zakat merupakan pranata keagamaan bertujuan meningkatkan keadilan, kesejahteraan masyarakat dan penanggulangan kemiskinan. zakat dapat diandalkan sebagai salah satu mekanisme dalam mengatasi kemiskinan yang terjadi di Indonesia melalui program zakat produktif. Landasan awal pengelolaan zakat produktif ini adalah bagaimana dana zakat tidak habis dikonsumsi untuk kebutuhan sehari-hari tapi lebih bermakna karena digunakan untuk melancarkan usaha. Berdasarkan latar belakang tersebut dapat diidentifikasikan masalah Bagaimana pelaksanaan pengelolaan zakat produktif di kota Serang? Bagaimana upaya pengelolaan zakat untuk meningkatkan kesejahteraan masyarakat di kota Serang? Penelitian ini menggunakan pendekatan yuridis normatif dan yuridis empiris, analisis data menggunakan analisis deskriptif kualitatif Teori yang digunakan adalah teori AlMaslahah Al- Mursalah dan teori kesejahteraan. Dalam penelitian ini dapat disimpulkan pelaksanaan pendistribusian zakat produktif belum terlaksana dengan maksimal karena belum ada mustahik yang menjadi muzakki, tidak ada pendampingan dari pihak BAZNAS Kota Serang kepada mustahik dalam mengelola usaha yang dijalankan sehingga ada mustahik yang tidak menggunakan bantuan dana tersebut sesuai yang diharapkan BAZNAS. | |||||||||
