Abstract

This journal elucidates the role of the United Nations (UN) in resolving the conflict between Armenia and Azerbaijan within the context of international law. The historical context of the conflict between the two nations cannot be divorced from the decisions made by official Soviet institutions, particularly on January 10, 1990, and March 3, 1990. These decisions explicitly stated that the borders between the Azerbaijan Soviet Socialist Republic (RSK) and the Armenian Soviet Socialist Republic (RSK) were immutable. Following the dissolution of the Soviet Union and the subsequent independence of Azerbaijan and the Armenian SSR, both entities became subjects of international law. Despite the UN's urging for Armenia and Azerbaijan to cease hostilities, ethnic conflict over the Nagorno-Karabakh region persisted. The conflict traces its origins back to the early 20th century, with the recent escalation beginning in 1988 and evolving into full-scale warfare in the early 1990s. Sporadic tensions and border skirmishes continued in the region, even after a ceasefire agreement was signed in 1994. Nagorno-Karabakh, recognized as part of Azerbaijan de facto but acknowledged as part of Armenia de jure, became a contested administrative region. This territorial dispute led to the emergence of the conflict between Azerbaijan and Armenia. Negotiation efforts as a resolution to the conflict between the two parties persist to this day.
