Abstract

The background of this research is the large number of women in village government in Cipayung Village, Padarincang District, Serang Regency, from village heads, village staff, chairman of BPD, members of BPD, PKK, and posyandu. Researchers want to see how the policies made by the government of Cipayung Village are gender responsive or not. This study uses gender theory from Sara Longwe which has five indicators to analyze the level of equality and empowerment of women, namely welfare, access, awareness, participation and control. This research also uses qualitative methods and a case study approach in its writing. The results of this research are that APBDes budgeting ini Cipayung Village is not gender responsive if seen from the five indicators of Sara Longwe’s theory, there is only a general budget for women, namely the PKK and Posyandu, there are no specific policies for women that can empower women. Even though there are many women who fill positions in village government, this does not mean that Cipayung Village has a special policy for women, this is because there is no initiative from the village head to make special policies for women starting from policies regarding welfare, access, awareness, participation, and control. As well as the absence of encouragement from women in Cipayung Village for the village government to make special policies for women that can empower women. There were deliberations on village development plans specifically for women in Cipayung Village, but women in Cipayung Village more often made suggestions related to physical development such as environmental roads and street lighting.

Additional Information:	Penelitian ini dilatar belakangi oleh banyaknya perempuan pada pemerintahan desa di Desa Cipayung Kecamatan Padarincang Kabupaten Serang, dari kepala desa, staff desa, ketua BPD, anggota BPD, PKK, dan posyandu. Peneliti ingin melihat bagaimana kebijakan yang dibuat oleh pemerintah Desa Cipayung apakah responsif gender atau tidak. Penelitian ini menggunakan teori gender dari Sara Longwe yang memiliki lima indikator untuk menganalisis tingkat kesetaraan dan pemberdayaan perempuan yakni kesejahteraan, akses, kesadaran, partisipasi dan kontrol. Penelitian ini juga menggunakan metode kualitatif dan pendekatan studi kasus dalam penulisannya. Hasil dari penelitian ini dalam penganggaran APBDes di Desa Cipayung tidak responsif gender jika dilihat dari lima indikator Sara Longwe, hanya ada anggaran umum untuk perempuan yaitu PKK dan posyandu, tidak ada kebijakan khusus untuk perempuan yang bisa memberdayakan perempuan. Walaupun dengan banyaknya perempuan yang mengisi kedudukan pada pemerintahan desa, tidak membuat Desa Cipayung memiliki kebijakan khusus untuk perempuan, hal ini karena tidak adanya inisiatif dari kepala desa untuk membuat kebijakan khusus untuk perempuan mulai dari kebijakan mengenai kesejahteraan, akses, kesadaran, partisipasi, dan kontrol. Serta tidak adanya dorongan dari perempuan di Desa Cipayung kepada pemerintah desa untuk membuat kebijakan khusus untuk perempuan yang dapat memberdayakan perempuan. Terdapat musyawarah rencana pembangunan desa khusus perempuan di Desa Cipayung, tetapi perempuan di Desa Cipayung lebih sering mengajukan terkait pembangunan fisik seperti jalan lingkungan dan penerangan jalan.
