Abstract

The focus of the research is the implementation of the School Safe Zone Program (ZoSS) in Tangerang City. The problem in the research is that there are still many schools in Tangerang City that have not yet installed School Safe Zone (ZoSS) facilities, lack of maintenance and supervision of road equipment facilities in the Tangerang City School Safe Zone (ZoSS) area by the Transportation Service, there is no socialization in the introduction of the School Safe Zone Program (ZoSS) in Tangerang City. The theory used is implementation theory by Donald Van Metter and Carl Van Horn, including policy measures and objectives; resource; characteristics of implementing agents; attitudes or tendencies of implementers; communication between organizations and implementing activities; economic, social and political environment. The results of the research are that the School Safe Zone Program (ZoSS) in Tangerang City has been implemented but has not been implemented optimally in Tangerang City. The recommended suggestion is to impose sanctions on speed violators while driving in the ZoSS area, provide socialization to students regarding the School Safe Zone (ZoSS), it is necessary to repair and maintain the markings and signs that have been installed in the School Safe Zone (ZoSS) area, There needs to be a crossing guide officer at each school.

Permasalahan pada penelitian yakni masih banyaknya sekolah di Kota Tangerang yang belum terpasang fasilitas Zona Selamat Sekolah (ZoSS), kurangnya pemeliharaan serta pengawasan terhadap fasilitas perlengkapan jalan di area Zona Selamat Sekolah (ZoSS) Kota Tangerang oleh Dinas Perhubungan, tidak adanya sosialisasi dalam pengenalan Program Zona Selamat Sekolah (ZoSS) di Kota Tangerang. Teori yang digunakan adalah teori implementasi oleh Donald Van Metter dan Carl Van Horn, meliputi ukuran dan tujuan kebijakan; sumber daya; karakteristik agen pelaksana; sikap atau kecenderungan para pelaksana; komunikasi antar organisasi dann aktivitas pelaksana; lingkungan ekonomi, sosial, dan politik. Hasil penelitian yakni Program Zona Selamat Sekolah (ZoSS) di Kota Tangerang sudah terlaksana namun belum terimplementasikan secara optimal di Kota Tangerang. Saran yang direkomendasikan yaitu adanya pemberian sanksi kepada para pelanggar kecepatan dalam berkendara di kawasan ZoSS, memberikan sosialisas kepada para pelajar mengenai Zona Selamat Sekolah (ZoSS), perlunya dilakukan perbaikan serta pemeliharaan kembali terhadap marka-marka serta rambu yang telah terpasang di kawasan Zona Selamat Sekolah (ZoSS), perlu adanya petugas pemandu penyebrangan di masing-masing sekolah.
