Abstract
The Serang City Government is one of the regions that implements the zoning system stated in the Minister of Education and Culture Regulation Number 1 of 2021 concerning Admission of New Students to Kindergartens, Elementary Schools, Junior High Schools, High Schools, Vocational High Schools and Special Schools. This research aims to determine the success of the Implementation of the New Student Admissions Policy (PPDB) Based on the Zoning System at State High Schools in Serang City. In this research, the researcher chose to use descriptive analysis techniques with a qualitative approach using evaluation theory according to Nurcholis which consists of three indicators, namely (1) Input, (2) Process, (3) Output, (4) Outcome. The results of this research indicate that the implementation of the PPDB Policy Based on the Zoning System at Public High Schools in Serang City has not been successful because there is still a lot of fraud committed by the community and what has a big influence on the success of policy implementation is the policy implementation process. However, the implementation of the PPDB Zoning System Policy has had quite a positive impact on the local community who live around the school by providing easy access to accept the zoning system.

Additional Information: | Pemerintah Kota Serang termasuk daerah yang memberlakukan sistem zonasi yang tercantum dalam Peraturan Menteri Pendidikan dan Kebudayaan Nomor 1 Tahun 2021 tentang Penerimaan Peserta Didik Baru pada Taman Kanak-kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas, Sekolah Menengah Kejuruan dan Sekolah Khusus. Penelitian ini bertujuan untuk mengetahui keberhasilan dari Implementasi Kebijakan Penerimaan Peserta Didik Baru (PPDB) Berdasarkan Sistem Zonasi Pada SMA Negeri di Kota Serang. Dalam penelitian ini, peneliti memilih menggunakan teknik deskriptif analisis dengan pendekatan kualitatif menggunakan teori evaluasi menurut Nurcholis yang terdiri dari tiga indikator yaitu (1) Input, (2) Proses, (3) Output, (4) Outcome. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan PPDB Berdasarkan Sistem Zonasi pada SMA Negeri di Kota Serang belum berhasil karena masih banyaknya kecurangan yang dilakukan oleh masyarakat dan yang memiliki pengaruh besar belum berhasilnya implementasi kebijakan yaitu dalam proses pelaksanaan kebijakan. Namun pelaksanaan Kebijakan PPDB Sistem Zonasi cukup memberikan dampak yang positif bagi masyarakat sekitar yang bertempat tinggal disekitar sekolah dengan memberikan akses yang mudah dalam penerimaan sistem zonasi. | |||||||||
