Abstract

Unemployment occurs because the number of job seekers is greater than the number of jobs. In Presidential Decree No. 4 of 1980 concerning the obligation to report job vacancies, it has still not been implemented properly, so the Tangerang Regency Manpower Office implements Regional Regulation No. 12 of 2016 concerning employment which is obliged to organize job training and FKLPID forums in its collaboration. In this case, it was found that there was no community involvement in the forum and there was a lack of participation by industrial companies in the job training program so that a sense of dependency in collaboration had not been formed. Republic of Indonesia Banten Representative in Handling Maladministration Reports. The method used in this research is qualitative with a purposive informant selection technique. The theory used is the Ansell and Gash collaboration model, namely: initial conditions, institutional design, passive leadership, and collaboration processes. Data collection techniques include observation, interviews and documentation. Data validity testing uses triangulation and member check. The results of this research are that collaboration in overcoming unemployment in job training programs is not yet optimal in initial condition indicators due to lack of resources and knowledge, not optimal in institutional design, as well as in collaboration process indicators. This can be seen from the lack of company participation, trainer resources, and community involvement in forums.

Additional Information: Pengangguran terjadi karena jumlah pencari kerja lebih banyak daripada lapangan pekerjaan. Dalam Kepres No 4 Tahun 1980 tentang wajib lapor lowongan pekerjaan masih belum terimplementasikan dengan baik, sehingga Disnaker Kabupaten Tangerang menjalankan Perda No 12 Tahun 2016 tentang ketenagakerjaan yang berkewajiban menyelenggarakan pelatihan pekerjaan dan forum FKLPID dalam kerjasamanya. Dalam hal tersebut ditemukan bahwa forum belum ada keterlibatan masyarakat serta kurangnya partisipasi perusahaan industri dalam program pelatihan kerja tersebut sehingga belum terbentuk rasa ketergantungan dalam sebuah kolaborasi. Republik Indonesia Perwakilan Banten Dalam Menangani Laporan Maladministrasi. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan teknik pemilihan informan purposive. Teori yang digunakan adalah model kolaborasi Ansell and Gash, yaitu: kondisi awal, desain kelembagaan, kepemimpinan pasilitatif, dan proses kolaborasi. Teknik pengumpulan data dengan melakukan observasi, wawancara dan dokumentasi. Pengujian keabsahan data menggunakan triangulasi dan member check. Hasil dari penelitian ini adalah kolaborasi dalam menanggulangi pengangguran pada program pelatihan kerja belum optimal pada indikator kondisi awal karena kurangnya sumberdaya dan pengetahuan, belum optimal pada desain kelembagaan, serta dalam indikator proses kolaborasi. hal ini bisa dilihat dari kurangnya partisipasi perusahaan, sumberdaya tenaga pelatih, dan keterlibatan masyarakat dalam forum.
