Abstract

This research focuses on the application of Reinventing Government principles to improving Service Excellence in the Taktakan District Office, Serang City. This research adopts the Reinventing Government theory by Osborne & Gaebler (1992) and the Service Excellence theory by Barata (2003). The approach method used in this research is quantitative. A sample of 25 Taktakan District Office employees was selected using a saturated sampling technique, while 92,361 people in the Taktakan District were selected using a non-random sampling technique (purposive sampling) with sampling using the Slovin formula, and the result was 100 respondents. So, the total sample in this study was 125 respondents. Data collection was carried out through distributing questionnaires to all employees and the public who provided services at the Taktakan District Office. Data analysis was carried out using simple linear regression with the help of SPSS 29 software to measure the influence of the independent variable on the dependent variable. The test results show that the significance value in the t test on the principles of Reinventing Government (X) on increasing Service Excellence (Y) is 0.001 < 0.05. Thus, it can be concluded that H0 which states that the Reinventing Government Principles have a significant effect on increasing Service Excellence is accepted. The correlation coefficient (R) value is 0.742, indicating that there is a significant relationship between the independent variable and the dependent variable, because the R value is close to 1. This shows that the greater the X value, the greater the Y value. In addition, the R2 value is 0.551, which means that 55.1% of the Reinventing Government Principles variable has an influence on the Service Excellence variable.

Penelitian ini mengadopsi teori Reinventing Government oleh Osborne & Gaebler (1992) dan teori Service Excellence (Pelayanan Prima) oleh Barata (2003). Metode pendekatan yang digunakan dalam penelitian ini adalah kuantitatif. Sampel untuk pegawai Kantor Kecamatan Taktakan sejumlah 25 orang dipilih menggunakan teknik sampling jenuh, sementara masyarakat Kecamatan Taktakan sebanyak 92.361 jiwa dipilih menggunakan teknik sampel tidak acak (purposive sampling) dengan penarikan sampel menggunakan rumus Slovin, dan hasilnya adalah 100 responden. Jadi, total sampel dalam penelitian ini adalah 125 responden. Pengumpulan data dilakukan melalui penyebaran kuesioner kepada semua pegawai dan masyarakat yang melakukan pelayanan di Kantor Kecamatan Taktakan. Analisis data dilakukan dengan menggunakan regresi linear sederhana dengan bantuan perangkat lunak SPSS 29 untuk mengukur pengaruh variabel independen terhadap variabel dependen. Hasil pengujian menunjukkan bahwa nilai signifikansi dalam uji t terhadap prinsip- prinsip Reinventing Government (X) terhadap peningkatan Service Excellence (Y) sebesar 0,001 < 0,05. Dengan demikian, dapat disimpulkan bahwa H0 yang menyatakan bahwa Prinsip-prinsip Reinventing Government berpengaruh secara signifikan terhadap peningkatan Service Excellence diterima. Nilai koefisien korelasi (R) sebesar 0,742, menunjukkan adanya hubungan yang signifikan antara variabel independen dan variabel dependen, karena nilai R mendekati 1. Hal ini menunjukkan bahwa semakin besar nilai X, semakin besar pula nilai Y. Selain itu, nilai R2 sebesar 0,551, yang berarti 55,1% variabel Prinsip- prinsip Reinventing Government berpengarh terhadap variabel Service Excellence.
