Preceptor Lucturer : Rahmawati, S.Sos.,M.Si The Uninhabitable Houses (RTLH) program from the Cilegon City Government is still very much needed, considering that there are still many people whose houses are uninhabitable. The collaboration carried out in the implementation the Social Rehabilitation of Uninhabitable Houses (RS-RTLH) in Cilegon City in a team collaboration. Joint Agreement between the Social Service, CCSR (Cilegon Corporate Social Responsibility), and Baznas regarding the Implementation of Social Rehabilitation Development for Uninhabitable Houses in the Cilegon City area. Social Service Number 460/14/pemt/2020, CCSR Number 045/CCSR Dinsos/X/2020, Baznas Number 497/pengurus/BAZNAS CLG/X/2020. This research aims to find out how collaboration between stakeholders is in implementing the social rehabilitation program for uninhabitable houses (RSRTLH) in Cilegon City using the theoretical model of Ansell and Gash (2008). Researchers used qualitative research methods using descriptive research design. The results of this research show that in practice in the field, collaboration is still carried out using the rules owned by each stakeholder. There is no meeting forum created by the Regional Government to facilitate communication and reporting on programs that are already being implemented. Researchers provide suggestions for this collaboration to create special regulations between stakeholders by the Cilegon City Government in the form of Regional Regulations or Mayor Regulations. Kesepakatan Bersama antara pihak Dinas Sosial, CCSR (Cilegon Corporate Social Responsibility), dan Baznas tentang Penyelenggaraan Pembangunan Rehabilitasi Sosial Rumah Tidak Layak Huni Di wilayah Kota Cilegon. Dinas Sosial Nomor 460/14/pemt/2020, CCSR Nomor 045/CCSR-Dinsos/X/2020, Baznas Nomor 497/pengurus/BAZNAS CLG/X/2020. Penelitian ini bertujuan untuk mengetahui bagaimana kolaborasi antar stakeholder dalam pelaksanaan program rehabilitasi sosial rumah tidak layak huni (RS-RTLH) di Kota Cilegon dengan menggunakan model teori Ansell and Gash (2008). Peneliti menggunakan metode penelitian kualitatif dengan menggunakan desain penelitian deskriptif. Hasil penelitian ini menunjukkan Dalam praktek di lapangan pelaksanaan kolaborasi dilakukan masih menggunakan aturan yang di miliki oleh masingmasing stakeholder. Belum adanya forum pertemuan yang dibuatkan oleh Pemerintah Daerah untuk memudahkan komunikasi dan pelaporan-pelaporan program yang sudah di jalankan. Peneliti memberikan saran terhadap kolaborasi tersebut membuat aturan khusus antar stakeholder oleh Pemerintah Kota Cilegon baik dalam bentuk Peraturan Daerah ataupun Peraturan Walikota. Serta komunitas masyarakat kearah pemenuhan Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Kata Kunci : Kolaborasi, Program, Rumah Tidak Layak Huni
