Abstract

Industry is one of the important factors in the economic development and progress of a country. Community participation and the role of government are needed as stakeholders in advancing a country. As for identifying the problem, what is the role of the Serang City Industry and Trade SME Cooperative Service in Developing the Potential of Small and Medium Industries in Serang City which is Competitive Based on Law Number 3 of 2014 About Industry? Then what are the obstacles experienced by the Serang City Industry and Trade SME Cooperative Service in Developing the Potential of Small and Medium Industries in Serang City? The theory used is the Authority Theory and Welfare Theory. The research method is Juridical Empirical. Research specifications namely Descriptive Analysis. Data Source, namely Primary data supported by Secondary data. Data collection techniques, namely interviews and documents related to research. The data were obtained and analyzed descriptively using a qualitative approach. The results of the research regarding the Role of the Serang City Industry and Trade SME Cooperative Service in Developing the Potential of Small and Medium Industries that DINKOPUKMPERINDAG carried out development through the Production Systems Science and Technology Capacity Building program, the Small and Medium Industry Development Program, the Industrial Technology Capacity Building Program, the Industrial Structuring Program, and Industrial Centers Development Program. Efforts made are in the form of training, providing equipment assistance, providing product marketing facilities for IKM actors and providing industrial licensing for IKM actors in Serang City. The conclusion is that the Government, in this case the DINKOPUKMPERINDAG of Serang City, has a responsibility towards Small and Medium Industry actors to develop regional industrial potentials that have competitiveness. The suggestion is that the City of Serang Industry and Trade SME Cooperative Service should further increase the empowerment of Small and Medium Industry actors so that they have competitive industrial potential.

Adapun identifikasi masalahnya, Bagaimana Peran Dinas Koperasi UKM Perindustrian dan Perdagangan Kota Serang dalam Mengembangkan Potensi Industri Kecil dan Menengah di Kota Serang yang Berdaya Saing Berdasarkan Undang-undang Nomor 3 Tahun 2014 Tentang Perindustrian? Kemudian bagaimana hambatan yang dialami Dinas Koperasi UKM Perindustrian dan Perdagangan Kota Serang dalam Mengembangkan Potensi Industri Kecil dan Menengah di Kota Serang? Teori yang digunakan yaitu Teori Kewenangan dan Teori Kesejahteraan. Metode Penelitian yaitu Yuridis Empiris. Spesifikasi Penelitian yaitu Deskriptif Analisis. Sumber Data yaitu data Primer yang ditunjang oleh data Sekunder. Teknik Pengumpulan data yaitu wawancara dan Dokumen yang terkait dengan penelitian. Data-data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian mengenai Peran Dinas Koperasi UKM Perindustrian dan Perdagangan Kota Serang dalam Mengembangkan Potensi Industri Kecil dan Menengah bahwa DINKOPUKMPERINDAG melakukan pengembangan melalui program Peningkatan Kapasitas IPTEK Sistem Produksi, Program Pengembangan Industri Kecil dan Menengah, Program Peningkatan Kemampuan Teknologi Industri, Program Penataan Struktur Industri, dan Program Pengembangan Sentra-sentra Industri. Upaya yang dilakukan adalah berupa Pelatihan, Pemberian bantuan Peralatan, Pemberian fasilitas pemasaran produk para pelaku IKM serta pemberian perizinan industri bagi para pelaku IKM di Kota serang. Kesimpulan nya adalah Pemerintah dalam hal ini DINKOPUKMPERINDAG Kota Serang memiliki tanggung jawab terhadap para pelaku Industri Kecil dan Menengah untuk mengembangkan Potensi-potensi industri daerah yang memiliki daya saing. Saran nya adalah agar Dinas Koperasi UKM Perindustrian dan Perdagangan Kota serang lebih meningkatkan pemberdayaan terhadap para pelaku Industri Kecil dan Menengah agar memiliki Potensi industri yang Berdaya Saing.
