Abstract

Terminal retribution is a very common source of revenue for all local governments, but there are also some regions that make this retribution a source of local revenue. In this retribution, there are several groups that are included in the Regional Retribution, namely General Service Retribution and Business Service Retribution. This research on terminal levies in Tangerang Regency is due to the unclear governance management of the Tangerang Regency Transportation Agency to manage revenue through these levies. The research method used is qualitative research with a descriptive approach and uses the principles of Good Corporate Governance (GCG). The socialization of the local regulation on terminal retribution has not been carried out effectively by the Transportation Agency, UPT Terminal, or related fields. Even the officers collecting retribution in the field do not know about the elaboration of the local regulation, what they know is only the amount of retribution tariff, and this proves that there is still a lack of socialization carried out by the Transportation Agency, the Terminal Technical Implementation Unit to the officers in the field and the object of terminal retribution, so that they do not know between the rights and obligations they must fulfill, which results in the non-optimal functioning of the Terminal in Tangerang Regency. Until now, employees in the Terminal Technical Implementation Unit and officers in the field are still short of human resources and have not been able to fulfill the needs in the field of transportation, which has led to suboptimal performance. There has been no real effort made by the Terminal Technical Implementation Unit in providing services to the object of terminal retribution, and this is a form of deviation from policy implementation, because in the concept of retribution described in Regional Regulation Article 17, it is explained that when retribution is collected from the object of policy, there must be services provided as a form of reciprocity for the collection of retribution. Weak coordination between the Terminal Technical Implementation Unit, the Transportation Agency and the Police in conducting supervision and control.

Additional Information:	Retribusi terminal ialah sumber sebuah penerimaan yang sangat umum bagi semua di pemerintahan daerah, namun ada juga di beberapa daerah yang menjadikan retribusi ini sebagai sumber dari pendapatan daerahnya. Dalam retribusi ini adapun beberapa golongan yang termasuk dalam Retribusi Daerah adalah Retribusi Jasa Umum, dan Retribusi Jasa Usaha. Penelitian ini mengenai retribusi terminal di Kabupaten Tangerang ini dikarenakan manajemen tata kelola yang kurang jelas dari pihak Dinas Perhubungan Kabupaten Tangerang ini untuk mengelola pendapatan melalui retribusi tersebut. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif dan menggunakan prinsip Good Corporate Governance (GCG). Sosialisasi mengenai peraturan daerah tentang retribusi terminal memang tidak dilakukan secara efektif oleh Dinas Perhubungan, UPT Terminal, maupun bidang yang terkait, bahkan para petugas penarik retribusi dilapangan juga tidak mengetahui mengenai penjabaran Perda tersebut, yang meraka ketahui hanya sebatas besaran tarif retribusi, dan ini membuktikan bahwa masih kurangnya sosialisasi yang dilakukan oleh Dinas Perhubungan, UPT Terminal terhadap petugas dilapangan maupun objek retribusi terminal, sehingga mereka tidak mengetahui antara hak dan kewajiban yang harus mereka penuhi yang mengakibatkan tidak berfungsinya secara optimal keberadaan Terminal di Kabupaten Tangerang. Sampai saat ini pegawai di UPT Terminal dan petugas dilapangan masih kekurangan sumber daya manusia dan belum bisa memenuhi kebutuhan di bidang keterminalan yang menyebabkan tidak optimalnya kinerja yang dilakukan. Belum adanya upaya nyata yang dilakukan oleh UPT Terminal dalam memberikan pelayanan kepada objek retribusi terminal, dan ini merupakan bentuk penyimpangan terhadap implementasi kebijakan, karena dalam konsep retribusi yang di jelaskan dalam Peraturan Daerah Pasal 17, menjelaskan bahwa ketika pemungutan retribusi dilakukan kepada objek kebijakan, maka harus adanya pelayanan yang di berikan sebagai bentuk timbal balik atas pemungutan retribusi.Penertiban yang seharusnya dilakukan terhadap angkutan juga tidak optimal, baik teguran maupun penindakan dilapangan terhadap angkutan yang melanggar. Lemahnya koordinasi antara UPT Terminal, Dinas Perhubungan dan Kepolisian dalam melakukan pengawasan dan penertiban
