Abstract
The SKPP (Participatory Supervisory Cadre School) program, which later changed it’s name to P2P (Participatory Supervisory Education), is a means for the community to grow and develop with a better understanding of politics and elections. Bawaslu of Banten province as the middle level SKPP implementer builds relationships with young people to play a role in it. The portrait of the IKP (Election Vulnerability Index) in the previous elections and regional elections was one of the steps in forming the SKPP. The method used in this research uses qualitative-descriptive research, with the main data sources obtained through interviews, observation and documentation. The theory used is Scout M. Cuttlip. In general, the aim of this research is to determine the communication management model for the SKPP (Participatory Supervisory Cadre School) program in the Banten Province Bawaslu. The results of this research are: The communication process carried out by the Banten Province Bawaslu includes chat-based communication forums, coordination with Regency/City Bawaslu regarding alumni development. Optimizing the SKPP program includes budget support, interactive SKPP/P2P program support, and technical support for SKPP/P2P activities. The evaluation focused on developing the SKPP/P2P program curriculum.

| Additional Information: | Program SKPP (Sekolah Kader Pengawas Partisipatif) yang kemudian beralih nama menjadi P2P (Pendidikan Pengawas Partisipatif) merupakan sarana bagi masyarakat untuk dapat tumbuh dan berkembang dengan pemahaman politik dan kepemiluan yang lebih baik. Bawaslu provinsi Banten sebagai pelaksana SKPP tingkat menengah membangun relasi bersama anak muda untuk berperan didalamnya. Potret dari IKP (Indeks Kerawanan Pemilu) pada Pemilu dan Pilkada sebelumnya menjadi salah satu gerak langkah terbentuknya SKPP. Metode yang digunakan pada penelitian ini menggunakan jenis penelitian Kualitatif-deskriptif, dengan sumber data utama yang diperoleh melalui wawancara, observasi dan dokumentasi. Teori yang digunakan adalah Scout M. Cuttlip. Secara umum tujuan penelitian ini adalah untuk mengetahui model manajemen komunikasi program SKPP (Sekolah Kader Pengawas Partisipatif) yang ada di Bawaslu Provinsi Banten. Hasil dari penelitian ini adalah: Proses komunikasi yang dilakukan oleh Bawaslu Provinsi Banten diantaranya melalui forum komunikasi berbasis chat, Koordinasi dengan Bawaslu Kabupaten/Kota terkait pengembangan alumni. Optimalisasi program SKPP diantaranya dengan dukungan anggaran, dukungan program SKPP/P2P yang interaktif, dan dukungan teknis kegiatan SKPP/P2P. Evaluasi difokuskan pada pengembangan kurikulum program SKPP/P2P. | |||||||||
