Abstract

Toll roads play an important role in connecting areas in Indonesia. Based on a study conducted by the Institute of Economic and Social Research of the Faculty of Economics of the University of Indonesia (LPEM FE-UI) on the Impact of Infrastructure Development on Economic Growth, the results show that an increase in the stock of roads by 1% will increase the economic growth by 8.8%. But the negative impact can be disturbing, detrimental, and even harmful to the community around the site of the construction project. This research is conducted to identify, evaluate and control the most influential negative impact of the implementation of the toll road construction project and its consequences on the environment. Then, by knowing the rating of the negative impact that influences, it can be sought to counteract or control the impact. The method used is a quantitative method for case studies in Lebak-Banten. Data is obtained from questionnaires and interviews with respondents, that is, the community around the project. Data processing is done using SEM (Structural Equation Modeling) software with the help of Partial Least Square application. (PLS). From the analysis obtained 4 factors that are causing the negative impact where T-Statistics > 1.96 among others: health (dirty water and smell) has a value of 2.720, the land surface decline has the value of 5.014, electricity installations / PLN has a valuation of 3.060, the change in income rate has a number of 2.749.

Additional Information: Jalan tol memegang peranan penting dalam menghubungkan daerah yang ada di Indonesia. Berdasarkan studi yang telah dilakukan oleh Lembaga Penyelidikan Ekonomi dan Masyarakat Fakultas Ekonomi Universitas Indonesia (LPEM FE-UI) tentang Dampak Pembangunan Infrastruktur terhadap Pertumbuhan Ekonomi, menunjukkan hasil bahwa kenaikan stok jalan sebesar 1% akan menaikkan pertumbuhan ekonomi sebesar 8,8%. Dampak lingkungan tersebut kurang mendapat perhatian dari para pelaku bidang konstruksi yang lebih memperhatikan biaya, mutu, dan waktu. Padahal dampak negatif tersebut dapat mengganggu, merugikan, bahkan dapat membahayakan masyarakat di sekitar lokasi proyek konstruksi. Penelitian ini dilakukan untuk mengidentifikasi, mengevaluasi dan mengendalikan dampak negatif yang paling berpengaruh dari pelaksanaan proyek pembangunan jalan tol beserta akibatnya terhadap lingkungan sekitar. Lalu dengan mengetahui peringkat – peringkat dampak negatif yang berpengaruh, maka dapat diupayakan penanggulangan atau pengendalian dampak tersebut. Metode yang digunakan adalah metode kuantitatif untuk studi kasus di Lebak - Banten. Data didapat dari kuesioner dan wawancara terhadap responden, yaitu masyarakat sekitar proyek. Pengolahan data dilakukan dengan menggunakan software Analisis SEM (Structural Equation Modeling) dengan bantuan aplikasi Partial Least Square (PLS). Dari analisa tersebut didapat 4 faktor yang menjadi penyebab dampak negatif dimana T-Statistics > 1.96 antara lain: kesehatan (air kotor dan bau) memiliki nilai 2.720, penurunan permukaan tanah memiliki nilai 5.014, instalasi listrik/PLN memiliki nilai 3.060, perubahan tingkat pendapatan memiliki nilai 2.749.
