Abstract
The Agrarian Reform Task Force is a team formed based on Presidential Regulation No. 86/2018 on Agrarian Reform. The GTRA team has an important role in efforts to overcome agrarian problems in order to overcome agrarian reform. As for the identification of the problem, How is the role of the agrarian reform task force of the Pandeglang Regency Land Office in carrying out tasks to realize legal certainty and legalization of agrarian reform land rights based on Presidential Regulation Number 86 of 2018 concerning Agrarian Reform? What are the obstacles and efforts faced by the agrarian reform task force as task implementers to realize legal certainty and legalization of agrarian reform land rights? The theories used are agrarian reform theory and land rights theory. The method used in this research is empirical jurisprudence with data analysis through a qualitative approach using primary data in the form of interviews with the Head of Administration of ATR / BPN Kantah Pandeglang Regency and Documentation and secondary data. The results obtained are the implementation of the role of the agrarian reform task force of the pandeglang district land office in realizing legal certainty and legalization of agrarian reform land rights showing the role of GTRA in the success of agrarian reform activities, namely structuring assets and structuring access with a total area of 33 sub-districts in Pandeglang Regency following the PTSL Program and 1 sub- district following the Agrarian Reform Village Program located in Panimbang District, Mekarsari Village. Conclusion, the role of GTRA of Pandeglang District Land Office is in accordance with the source of authority stipulated in Article 14 of Law Number 30 of 2014 concerning Government Administration and its formation is determined by the Regent based on the issuance of Pandeglang Regent Decree Number 590/Kep. 67 - Huk/2021 concerning the Establishment of the Pandeglang District Agrarian Reform Task Force Team. The obstacles of Agrarian Reform Task Force in realizing legal certainty and legalization of land rights include schedule adjustment of agrarian reform task force members and lack of public understanding in agrarian reform task force activities. Suggestion, the Agrarian Reform Task Force Team of Pandeglang District Land Office should improve coordination with stakeholders at the regional level and conduct socialization and counseling to the surrounding community on the understanding of agrarian reform activities.

Tim GTRA memiliki peran penting dalam upaya mengatasi permaslahan agraria guna mengatasi reforma agraria. Adapun identifikasi masalahnya, Bagaimana peran gugus tugas reforma agraria Kantor Pertanahan Kabupaten Pandeglang dalam pelaksanaan tugas untuk mewujudkan kepastian hukum dan legalisasi hak atas tanah reforma agraria berdasarkan Perpres Nomor 86 Tahun 2018 Tentang Reforma Agraria? Apa kendala dan upaya yang dihadapi gugus tugas reforma agraria sebagai pelaksana tugas untuk mewujudkan kepastian hukum dan legalisasi hak atas tanah reforma agraria? Teori yang digunakan yaitu, teori reforma agraria dan teori hak atas tanah. Metode yang digunakan dalam penelitian ini yurudis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara kepada Kepala Tata Usaha ATR/BPN Kantah Kabupaten Pandeglang dan Dokumentasi dan data sekunder. Hasil penelitian yang didapatkan adalah implementasi peran gugus tugas reforma agraria kantor pertanahan kabupaten pandeglang dalam mewujudkan kepastian hukum dan legalisasi hak atas tanah reforma agraria menunjukkan peran GTRA dalam menyukseskan kegiatan reforma agraria yakni penataan aset dan penataan akses dengan jumlah wilayah sebanyak 33 kecamatan di Kabupaten Pandeglang mengikuti Program PTSL dan 1 Kecamatan mengikuti Program Kampung Reforma Agraria yang berada di Kecamatan Panimbang Desa Mekarsari. Kesimpulan, peran GTRA kantor pertanahan kabupaten pandeglang sesuai dengan sumber kewenagan diatur dalam pasal 14 Undang- Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan dan pembentukannya di tetapkan oleh Bupati berdasarkan terbitnya Surat Keputusan Bupati Pandeglang Nomor 590/Kep. 67 – Huk/2021 tentang Pembentukan Tim Gugus Tugas Reforma Agraria Kabupaten Pandeglang. Kendala Gugus Tugas Reforma Agraria dalam mewujudkan kepastian hukum dan legalisasi hak atas tanah antara lain, penyesuaian jadwal anggota gugus tugas reforma agraria dan kurangnya pemahaman masyarakat dalam kegiatan gugus tugas reforma agraria. Saran, Tim Gugus Tugas Reforma Agraria Kantor Pertanahan Kabupaten Pandeglang harus meningkatkan koordinasi dengan pemangku kepentingan di tingkat daerah dan melakukan sosialisasi serta penyuluhan terhadap masyarkat sekitar terhadap pemahanan tentang kegiatan reforma agraria. | |||||||||
