Abstract

The widespread circulation of liquor in Cilegon City is very easy to find. Therefore, Cilegon City must really carry out recovery for the progress of Cilegon City itself. The phenomenon of modernization has given birth to a life that has changed many people's perspectives and lifestyles, so that the civilization that was born was the creation of a consumerist and hedonistic culture in a capitalist society. Regional Government products are really needed in managing various aspects in a region, especially in managing the distribution of alcoholic beverages. Meanwhile, Cilegon City is a city that is diverse in its society because Cilegon City is the gateway to the islands of Java and Sumatra. The diverse culture of the people of Cilegon City means that the area is immersed in a new culture. Drinks are still widely distributed in night entertainment venues and roadside shops in the Cilegon City area. The identification of the problem in this research is how is the implementation of Cilegon City Regional Regulation Number 5 of 2001, especially regarding the distribution of alcoholic beverages (alcohol) in Cilegon City? and What are the obstacles to the Regional Government in cracking down on the circulation of liquor in Cilegon City in accordance with Regional Regulation Number 5 of 2001? The theories used in research are authority theory and supervision theory. The research method used in this research is normative juridical and empirical using secondary data in the form of library research and primary data obtained from interviews. The results of the research show that the implementation has not been in accordance with the implementation even though it has been carried out in accordance with the main duties and SOPs, then the Cilegon City Government is also committed to eradicating the circulation of liquor in Cilegon City by enforcing Regional Regulation Number 5 of 2001. Suggestions to the Civil Service Police Unit should be more be strict with sellers or owners of cafes used for night entertainment, raid visitors to night entertainment venues in Cilegon City and eradicate individuals who are backing liquor dealers in Cilegon City.

Additional Information:	Maraknya peredaran minuman keras di Kota Cilegon sangatlah mudah untuk ditemukan keberadaannya. Oleh karena itu, Kota Cilegon harus benar-benar melakukan pemulihan untuk kemajuan Kota Cilegon sendiri. Fenomena modernisasi melahirkan kehidupan yang telah banyak merubah cara pandang dan pola hidup masyarakat, sehingga peradaban yang terlahir adalah terciptanya budaya masyarakat konsumtif dan hedonis dalam lingkungan masyarakat kapitalis. Produk Pemerintah Daerah sangat dibutuhkan dalam menata berbagai aspek disuatu daerah, hususnya dalam menata peredaran minuman keras, sementara itu Kota Cilegon merupakan kota yang majemuk dalam masyarakatnya karena Kota Cilegon adalah pintu gerbang pulau Jawa dan Sumatra. Kebudayaan masyarakat Kota Cilegon yang majemuk membuat daerah terbawa dalam kebudayaan baru. Peredaran minuman yang masih banyak ditemukan pada tempat hiburan malam dan toko pinggir jalan daerah Kota Cilegon. Identifikasi masalah dalam penelitian ini adalah Bagaimana impelentasi Peraturan Daerah Kota Cilegon Nomor 5 Tahun 2001 khususnya terhadap peredaran minuman keras (miras) di Kota Cilegon? dan Apa saja hambatan Pemerintah Daerah dalam menindak peredaran minuman keras di Kota Cilegon sesuai dengan Perda Nomor 5 Tahun 2001?. Teori yang digunakan dalam penelitian ialah teori kewenangan dan teori pengawasan. Metode penelitian yang digunakan dalam penelitian ini adalah yuridis normatif dan empiris dengan menggunakan data sekunder berupa penellitian kepustakaan dan data primer yang diperoleh dari wawancara. Hasil penelitian menunjukan bahwa implementasi belum sesuai dengan pelaksanaan walaupun sudah berjalan sesuai dengan tupoksi dan SOP, kemudian Pemerintah Kota Cilegon juga memiliki komitmen dalam memberantas peredaran minuman keras di Kota Cilegon dengan menertibkan Peraturan Daerah Nomor 5 Tahun 2001. Saran kepada Satuan Polisi Pamong Praja harus lebih tegas terhadap para penjual atau pemilik café yang digunakan untuk hiburan malam, merazia para pengunjung tempat hiburan malam yang ada di Kota Cilegon dan memberantas oknum yang menjadi backingan para pengedar minuman keras yang ada di Kota Cilegon.
