Abstract

Emergency call service 112 Cilegon City is a number used for emergency call services. These emergencies include fires, accidents, natural disasters, health problems, environmental problems, traffic problems, and disturbances to security and public order. The service aims to form an integrated emergency call center system, unify emergency call numbers, speed up handling of emergencies and facilitate coordination between regional apparatuses and related agencies. Several problems were found, such as: there was still a lack of operators on the 112 emergency call service, there were prank incoming calls and there were still OPDs who were not compliant with the policy. The purpose of this study was to determine the Effectiveness of the 112 Emergency Call Service as a Smart City Product in Cilegon City by using effectiveness theory according to Campbell J.P with indicators namely program success, target success, program satisfaction, input and output levels and achievement of overall goals. The research method used is descriptive quantitative with purposive sampling technique and a total sample of 90 respondents. The results of the calculation stated that t-count > t-table = (9.213 > 1.986) then H0 was rejected and Ha was accepted, with a hypothesis of 79% which stated that the 112 emergency call service in Cilegon City was effective.

Additional Information: Layanan panggilan darurat 112 Kota Cilegon merupakan nomor yang digunakan untuk keperluan layanan panggilan keadaan darurat. Keadaan darurat tersebut meliputi kebakaran, kecelakaan, bencana alam, masalah kesehatan, masalah lingkungan hidup, masalah lalu lintas, dan gangguan keamanan dan ketertiban umum. Layanan tersebut bertujuan untuk membentuk sistem pusat panggilan darurat yang terpadu, menyatukan nomor panggilan darurat, mempercepat penanggulangan keadaan darurat dan mempermudah koordinasi antar perangkat daerah dan instansi terkait. Adapun beberapa masalah yang ditemukan, seperti: masih kurangnya operator pada layanan panggilan darurat 112, terdapat panggilan masuk yang bersifat prank dan masih terdapat OPD yang belum patuh terhadap PERWAL. Tujuan penelitian ini adalah untuk mengetahui Tingkat Efektivitas Layanan Panggilan Darurat 112 Sebagai Produk Smart City di Kota Cilegon dengan menggunakan teori efektivitas menurut Campbell J.P dengan indikator yaitu keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, tingkat input dan Output dan pencapaian tujuan menyeluruh. Metode penelitian yang digunakan adalah kuantitatif deskriptif dengan teknik pengambilan sampel purposive sampling dan jumlah sampel sebanyak 90 responden. Hasil perhitungan menyatakan bahwa t-hitung > t-tabel = (9,213 > 1,986) maka H0 ditolah dan Ha diterima, dengan hasil hipotesis sebesar 79% yang menyatakan bahwa layanan panggilan darurat 112 di Kota Cilegon sudah efektif.
