Abstract

Human trafficking is a form of crime that can be a threat to human security. Banten Province is one of the areas experiencing human trafficking because it is the origin, transit, and destination for human trafficking, supported by a number of areas that are enclaves of migrant workers. Serang Regency as one of the active regions in contributing TKI (migrant workers) due to low economic and educational factors. SBMI Banten is present as an intermediary actor who fights for matters related to the problems of migrant workers. This study uses the theory of political representation proposed by Olle Tornquist (2009) with three indicators, namely, demos, intermediary ways, and public affairs. The research method used is a qualitative method with an instrumental case study approach. The result of this study is to explain SBMI Banten as a civil society organization that moves to become an intermediary actor in overcoming human trafficking problems in migrant workers in Serang Regency.

Additional Information:	Human trafficking merupakan salah satu bentuk kejahatan yang dapat menjadi ancaman bagi keamanan manusia. Provinsi Banten menjadi salah satu daerah yang mengalami human trafficking dikarenakan menjadi daerah asal, transit, dan tujuan dalam tindakan perdagangan orang, didukung dengan adanya sejumlah daerah yang menjadi kantung TKI. Kabupaten Serang sebagai salah satu daerah aktif dalam menyumbang TKI (buruh migran) karena faktor ekonomi dan pendidikan yang rendah. SBMI Banten hadir sebagai aktor intermediary memperjuangkan hal yang berkaitan dengan permasalahan buruh migran. Penelitian ini menggunakan teori representasi politik yang dikemukakan oleh Olle Tornquist (2009) dengan tiga indikator yaitu demos, intermediary ways, dan public affairs. Metode penelitian yang digunakan yaitu metode kualitatif dengan pendekatan intrumental case study. Hasil dari penelitian ini yaitu menjelaskan SBMI Banten sebagai organisasi masyarakat sipil yang bergerak menjadi aktor intermediary terhadap penanggulangan permasalahan human trafficking pada buruh migran di Kabupaten Serang.
