Abstract

The Village Fund is an important aspect of a village to carry out programs for the welfare of people in all its regions. This study aims to determine Village Fund Management in Sinargalih Village, Lemahsugih District, Majalengka Regency. The researcher uses the Minister of Home Affairs Regulation No. 20 of 2018 concerning the Principles of Village Financial Management as a reference for analysis. The research method used is qualitative research with a descriptive approach. The results of the study show that the allocation of village finances in the context of decentralizing financial management in Sinargalih Village, Majalengka Regency is in accordance with the provisions regulated by the central government. Most of the Village Funds are focused on the infrastructure sector. In the implementation aspect, the Sinargalih Village Government received a positive response in the use of the Village Fund Budget in implementing development. In the reporting process in Sinargalih Village regarding the use of DD, it was revealed that reporting was carried out in two stages, namely the first semester and the second semester. Accountability for Village Funds (DD) is integrated with Accountability for APBDesa, so that it becomes Accountability for APBDesa. The performance of the Assistance Team has not been optimal in assisting with reporting. In addition, there is a tendency for the process of preparing an Accountability Report to be slow due to the Village Secretary's lack of understanding of this task. Human Resources are the factor that most hinders the management of Village Funds. Another obstacle is the mindset of the people who are often skeptical of the village government. Then, another inhibiting factor is unpredictable natural conditions which have implications for well-planned activities which in the end are hampered by unforeseen conditions

Additional Information:	Dana Desa merupakan satu aspek penting dari sebuah desa untuk menjalankan program-program untuk mengsejahtarakan masyarakat di semua wilayahnya. Penelitian ini bertujuan untuk mengetahui Pengelolaan Dana Desa di Desa Sinargalih Kecamatan Lemahsugih Kabupaten Majalengka. Peneliti menggunakan Peraturan Menteri Dalam Negeri No 20 tahun 2018 tentang Prinsip Pengalolaan Keuangan Desa sebagai acuan analisis. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pengalokasian keuangan desa dalam rangka desentralisasi pengelolaan keuangan di Desa Sinargalih Kabupaten Majalengka telah sesuai dengan ketentuan yang diatur oleh pemerintah pusat. Sebagian besar Dana Desa difokuskan pada bidang infrastruktur. Pada aspek pelaksanaan, Pemerintah Desa Sinargalih mendapatkan respon positif dalam penggunaan Anggaran Dana Desa dalam pelaksanaan pembangunan. Proses pelaporan di Desa Sinargalih mengenai penggunaan DD, terungkap bahwa pelaporan dilakukan dalam dua tahap, yaitu semester pertama dan semester dua. Pertanggungjawaban Dana Desa (DD) terintegrasi dengan Pertanggungjawaban APBDesa, sehingga menjadi Pertanggungjawaban APBDesa. Kinerja Tim Pendamping belum optimal dalam membantu pelaporan. Selain itu, terdapat kecenderungan lambatnya proses pembuatan Laporan Pertanggungjawaban karena kurang pemahaman dari Sekretaris Desa terhadap tugas tersebut. Sumber Daya Manusia menjadi faktor yang paling menghambat pengelolaan Dana Desa. Hambatan lainnya adalah pola pikir masyarakat yang sering bersikap skeptis terhadap pemerintah desa. Kemudian, faktor penghambat lainnya ialah kondisi alam yang tidak dapat diperkirakan yang berimplikasi pada kegiatan yang sudah direncanaka secara baik pada akhirnya terhambat pelaksanaanya karena kondisi tak terduga.
