Abstract
Abandoned elderly are elderly who are neglected, have no potential, and are unable to meet their basic needs. Abandoned elderly people need adequate social protection, both in the form of social assistance and social security. This is stated in Law No. 13 of 1998. The Serang City Government through the Serang City Social Service created a program to strive for the welfare of neglected elderly people which refers to Minister of Social Affairs Regulation No. 16 of 2019. Kasemen District has the largest number of neglected elderly people, but the number of recipients of assistance is very high. A little. This research aims to determine the implementation of a program to fulfill the basic needs of neglected elderly in Serang City (Case Study in Kasemen District) using the policy implementation model according to Van Metter and Van Horn. This research method uses qualitative methods with descriptive techniques. The results of this research have gone quite well, but there are still several problems in its implementation. The problem is that there are no specific implementation guidelines that regulate the implementation of the program, including the basic needs of the elderly, which are delivered by the Serang City Social Service. there is no adequate quantity of human resources, and the limited budget resources that only come from the APBD cause mismatches in implementation times. which has been stipulated in the work reference framework. The recommended suggestion is to create special regulations at the regional level regarding the implementation of the program to fulfill the basic needs of neglected elderly by the Serang City Social Service, increase the quantity of resources to accompany neglected elderly and TKSK in Kasemen District. To the implementers involved, so that they can innovate special activities for neglected elderly who are bedridden (bedridden), especially physical, mental and spiritual guidance activities.

| Additional Information: | Lansia terlantar adalah lansia dalam keadaan terlantar, sudah tidak potensial, dan tidak mampu untuk mencukupi kebutuhan dasarnya. Lansia terlantar membutuhkan perlindungan sosial yang memadai, baik berupa bantuan sosial maupun jaminan sosial. Hal tersebut tertuang dalam UU No 13 Tahun 1998. Pemerintah Kota Serang melalui Dinas Sosial Kota Serang membuat program untuk mengupayakan kesejahteraan lansia terlantar yang mengacu pada Peraturan Menteri Sosial No 16 Tahun 2019. Kecamatan Kasemen memiliki jumlah lansia terlantar paling banyak, namun jumlah penerima bantuannya sangat sedikit. Penelitian ini bertujuan untuk mengetahui Implementasi program pemenuhan kebutuhan dasar lansia terlantar di Kota Serang (Studi Kasus di Kecamatan Kasemen) dengan menggunakan model implementasi kebijakan menurut Van Metter dan Van Horn. Metode penelitian ini menggunakan metode kualitatif dengan teknik deskriptif. Hasil penelitian ini sudah berjalan cukup baik, namun masih terdapat beberapa permasalahan dalam pelaksanaannya. Permasalahan tersebut yaitu belum adanya pedoman khusus pelaksanaan yang mengatur mengenai pelaksanaan program pemenuhan kebutuhan dasar lansia terlantar oleh Dinas Sosial Kota Serang, belum memiliki sumber daya manusia dengan kuantitas yang memadai, dan keterbatasan sumber daya anggaran yang hanya bersumber dari APBD menyebabkan ketidaksesuaian waktu pelaksanaan yang telah ditetapkan dalam kerangka acuan kerja.Saran yang direkomendasikan adalah membuat regulasi khusus di tingkat daerah mengenai pelaksanaan program pemenuhan kebutuhan dasar lansia terlantar oleh Dinas Sosial Kota Serang, menambah kuantitas sumber daya pendamping lansia terlantar dan TKSK di Kecamatan Kasemen. Kepada para pelaksana yang terlibat, supaya dapat membuat inovasi kegiatan khusus untuk lansia terlantar yang bedridden (terbaring di tempat tidur) khususnya kegiatan bimbingan fisik, mental dan spiritual. | |||||||||
