Abstract
This research aims to find out how the Implementation of Smart & Green University in Sindangsari Campus Area of Sultan Ageng Tirtayasa University. The focus of this research is on how the implementation of the green campus program which is a derivative of Untirta's vision and mission, namely "The realization of Untirta as a Healthy, Integrated, Smart and green (HITS Green) University that is Superior, Characterful and Globally Competitive in 2035". The theory used is policy implementation theory by Merilee S. Grindle. The method in this research is descriptive qualitative. Data collection techniques using observation, interviews, and literature studies. The results showed that the implementation of the green campus program was still not optimal, supervision efforts were not clearly known who had the authority to supervise, UPT Smart Green and SDGs did not carry out supervision, UPT Smart Green and SDGs internalization was not effective, facilities and infrastructure supporting the green campus program as a whole were still not fulfilled, for the fixed budget unit was still not available, the socialization carried out in providing an understanding of the green campus program is still not optimal, the lack of readiness of the mediator between the leadership and the bottom line, the achievement of 6 green campus criteria there are still aspects that must be improved to achieve the target, the internalization of green campus values to campus residents there are still some stakeholders who do not understand about green campus, especially to lecturers and students.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Smart & Green University di Kawasan Kampus Sindangsari Universitas Sultan Ageng Tirtayasa. Fokus dari penelitian ini pada bagaimana implementasi program green campus yang merupakan turunan dari visi misi Untirta yaitu “Terwujudnya Untirta Sebagai Healthy, Integrated, Smart and green (HITS Green) University yang Unggul, Berkarakter dan Berdaya Saing Global pada Tahun 2035”. Teori yang digunakan teori implementasi kebijakan oleh Merilee S. Grindle. Metode dalam penelitian ini kualitatif deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dan studi literatur. Hasil penelitian menunjukan bahwa implementasi program green campus masih belum optimal, upaya pengawasan tidak diketahui secara jelas siapa berwenang untuk mengawasi, UPT Smart Green and SDGs tidak melakukan pengawasan, internasilisasi UPT Smart Green and SDGs belum efektif, sarana dan prasarana penunjang program green campus secara keseluruhan masih belum terpenuhi, untuk anggaran tetap unit masih belum tersedia, sosialisasi yang dilakukan dalam memberikan pemahaman program green campus masih belum optimal, kurangnya kesiapaan dari mediator antara pimpinan dengan lini yang paling bawah, pencapaian 6 kriteria green campus masih terdapat aspek yang masih harus ditingkatkan hingga mencapai target, internalisasi nilai-nilai green campuskepada warga kampus masih terdapat sebagian stakeholder yang belum paham mengenai green campus terlebih kepada dosen dan mahasiswa. | ||||||
