Abstract

A strike by Shopee Express couriers occurred in the city of Serang, caused by wage cuts and the removal of accident insurance. The COVID-19 pandemic and the Mega Shell event were contributing factors to this crisis. The issue arose due to partner dissatisfaction with Shopee's management. Partners engaged in horizontal communication among couriers to initiate efforts aimed at increasing Shopee Express delivery fees. This research aims to understand the strategies of horizontal communication among couriers in their efforts to raise Shopee Express delivery fees. The methodology employed in this research is grounded in a critical paradigm, utilizing a case study method and qualitative descriptive research. The case study method was chosen to examine Shopee Express couriers as an example of the research problem. Data collection techniques included in-depth interviews, literature review, and observations of horizontal communication among Shopee Express couriers in the city of Serang regarding the work strike that occurred. The theoretical framework used is horizontal communication theory. The results of this research indicate the presence of horizontal communication among Shopee Express couriers, particularly in the Serang region. Couriers coordinated with each other and shared information regarding the impact of fee reductions, demonstrating cooperation in responding to changes. Conflicts arose from the strike and fee reductions. Some couriers felt that their wages were not commensurate with their efforts, and there was also conflict between the company and the workers.

Additional Information:	Terjadi pemogokan kurir Shopee Express Di Kota Serang yang diakibatkan karna pemotongan upah kurir, penghapusan asuransi kecelakaan kerja. Terjadinya wabah pandemi dan event Mega Shell merupakan salah satu penyebab terjadinya krisis. Masalah tersebut terbangun karena ketidakpuasan mitra dengan manajemen shopee. Mitra menjalin komunikasi horizontal antar kurir untuk membangun Upaya pergerakan agar pihak Shopee dapat menaikkan upah pengiriman barang. Penelitian ini bertujuan untuk mengetahui strategi komunikasi horizontal antar kurir dalam upaya untuk menaikkan upah kirim Shopee Express. Metodelogi yang digunakan dalam penelitian ini adalah paradigma kritis dengan menggunakan metode studi kasus dan jenis penelitian deskriptif kualitatif. Metode studi kasus digunakan karena mengambil kurir Shopee Express sebagai contoh permasalahan pada penelitian. Teknik pengumpulan data dilakukan melalui wawancara mendalam, studi kepustakaan dan observasi mengenai komunikasi horizontal kurir Shopee Express di kota Serang tentang pemogokan kerja yang terjadi. Teori yang digunakan adalah teori komunikasi horizontal. Hasil penelitian ini menunjukan adanya komunikasi horizontal yang dilakukan oleh para kurir Shopee Express khususnya di daerah Serang. Para kurir saling berkoordinasi dan berbagi info tentang dampak penurunan tarif, menunjukkan kerjasama dalam menghadapi perubahan. Konflik timbul dari pemogokan dan penurunan tarif. Beberapa kurir merasa upah tak sebanding dengan usaha, juga ada konflik antara perusahaan dan pekerja.
