Abstract

Waste is a public problem, which in responding and dealing with this problem requires the role of various parties, including the private sector (companies). PT. Chandra Asri Petrochemical Tbk. through the corporate social responsibility program carried out by the company, it created a circular economy-based waste management program at IPST ASARI, which aims to process and recycle waste, especially plastic waste, so that it becomes a product that has economic value, namely BBMplas. The program is implemented in collaboration with various stakeholders. Implementation of collaboration influences program implementation. Therefore, this research aims to describe collaboration in the Circular Economy-Based Waste Management Program at IPST ASARI, Kotabumi Village, Cilegon City using the Collaboration model theory from Ansell and Gash (2008). Qualitative research methods with a descriptive approach were used in this research, with data collection techniques namely interviews, observation, documentation and literature studies. The research results show that collaboration has not gone well, where several variables have not run optimally, in the initial conditions there is still an imbalance of resources in the form of budget; in the institutional design, stakeholder participation is not yet inclusive, there is no exclusive forum for collaboration, facilitative leadership is shown by the role of facilitator and mediator in collaboration; In the collaboration process, face-to-face meetings are held incidentally.

Chandra Asri Petrochemical Tbk. melalui program corporate social responsibility yang dijalankan oleh perusahaan membuat program pengelolaan sampah berbasis ekonomi sirkular di IPST ASARI, yang bertujuan untuk mengolah dan mendaur ulang sampah khususnya sampah plastik agar menjadi produk yang memiliki nilai ekonomi yaitu berupa BBMplas. Program tersebut dilaksanakan dengan kolaborasi berbagai pemangku kepentingan. Pelaksanaan kolaborasi berpengaruh terhadap implementasi program. Oleh karena itu, Penelitian ini bertujuan untuk menggambarkan Kolaborasi Dalam Program Pengelolaan Sampah Berbasis Ekonomi Sirkular Di IPST ASARI, Kelurahan Kotabumi, Kota Cilegon dengan menggunakan teori model Kolaborasi dari Ansell and Gash (2008). Metode penelitian kualitatif dengan pendekatan deskriptif digunakan dalam penelitian ini, dengan teknik pengumpulan data yaitu wawancara, observasi, studi dokumentasi dan literatur. Hasil penelitian menunjukkan kolaborasi belum berjalan dengan baik, dimana beberapa variabel belum berjalan maksimal, pada kondisi awal masih terdapat ketidakseimbangan sumber daya berupa anggaran; pada desain kelembagaan partisipasi stakeholder belum inklusiv, belum ada forum eksklusiv dalam kolaborasi, kepemimpinan fasilitatif ditunjukan dengan adanya peran fasilitator dan mediator dalam kolaborasi; dalam proses kolaborasi pertemuan tatap muka dilakukan secara insidental.
