Abstract
The Cilegon City Government is trying to overcome unemployment through the development of Micro, Small, and Medium Enterprises (MSMEs), namely collaborating with various private parties and of course, with the community. However, in the process, stakeholders faced many obstacles, such as a lack of human resources to accompany MSMEs, a lack of commitment from MSME actors in completing business legality, and a lack of participation provided by MSME actors to the forum. In this research, researchers used descriptive research methods with a qualitative approach and the theory used was collaborative governance theory by Ansell and Gash (2007), which consists of 4 dimensions, namely: initial conditions, institutional design, facilitative leadership, and collaboration processes. The result shows that the ongoing collaboration is not optimal because there are still several obstacles in the collaboration process. Such as the lack of accompanying resources for MSMEs, the absence of regular meetings between collaborating actors, and the absence of communication forums between actors so that collaboration runs individually. Therefore, more intens meeting needed between the Cilegon City Cooperatives and Small and Medium Enterprises Service, Bank Bjb Cilegon Branch Office, PT Pelindo Regional 2 Banten, Rumah Berdaya Cilegon, PIWKU Banten and the community as the target of this collaboration. With good communication, of course, we will get good results in carrying out the collaboration.

| Additional Information: | Pemerintah Kota Cilegon berupaya dalam mengatasi pengangguran melalui pengembangan Usaha Mikro, Kecil, dan Menengah (UMKM) yaitu melakukan kolaborasi dengan berbagai pihak swasta dan tentu dengan masyarakat. Namun dalam prosesnya, banyak kendala yang dihadapi oleh para stakeholders seperti kurangnya SDM pendamping UMKM, kurangnya komitmen pelaku UMKM dalam melengkapi legalitas usaha, dann kurangnya partisipasi yang diberikan oleh pelaku UMKM kepada forum. Dalam penelitian ini peneliti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan teori yang digunakan adalah teori collaborative governance oleh Ansell dan Gash (2007), yang terdiri dari 4 dimensi yaitu: kondisi awal, desain kelembagaan, kepemimpinan fasilitatif dan proses kolaborasi. Hasil dari penelitian ini menunjukkan bahwa kolaborasi yang berjalan belum optimal dikarenakan masih ada beberapa hambatan dalam proses kolaborasinya. Seperti kurangnya sumber daya pendamping UMKM, tidak adanya pertemuan rutin antar aktor kolaborasi, serta tidak adanya forum komunikasi para aktor sehingga kolaborasi berjalan seperti masing-masing. Oleh sebab itu, diperlukan pertemuan-pertemuan yang lebih intens antara Dinas Koperasi dan Usaha Kecil Menengah Kota Cilegon, Bank Bjb Kantor Cabang Cilegon, PT Pelindo Regional 2 Banten, Rumah Berdaya Cilegon, PIWKU Banten beserta masyarakat sebagai sasaran dari kolaborasi ini. Dengan adanya komunikasi yang baik, tentu akan mendapatkan hasil yang baik pula dalam menjalankan kolaborasi. | ||||||
