Abstract

Narcotics at this time have penetrated into every corner of Indonesian people's lives. Starting from children to adults, from workers to students, and even public figures and state officials, do not escape the abuse of Narcotics. As one of the social problems in the national order, Law Number 35 of 2009 concerning Narcotics is enacted as a legal basis. This law is the umpteenth transformation of policies in the form of regulations that have been ratified by the State. Not much different is also done by the Social Service of Banten Province. Social empowerment program/field, section on Social Welfare Extension and Management of Social Fund Resources held mobile social counseling in Alang�alang Village, Tirtayasa District, Serang Regency, on March 7, 2021. The activity was carried out from community elements, village officials, RT, RW, youth leaders, community leaders, religious leaders, TKSK and Social Security. This research was conducted to find out/explain the implementation of the mobile social counseling program at the Banten Province Social Service in preventing drugs in Serang Regency. This study uses the policy theory of Edward III. The research method used is descriptive qualitative. The results of this study indicate that the communication that occurs in the form of internal communication and external communication. The flow of communication with the process of channeling communication (transmission) is quite good, judging from the short bureaucratic path. Next is the clarity of information is very important because of the clarity of policy makers, implementers and the public. The human resources of the mobile social counseling program are 8 people (Banten Prov. Dinsos, Banten Prov. Inspectorate, Serang Regency Social Services, Perank Ormas). The source of the implementation budget comes from the Banten Province APBD in 2021. The commitment is proven by looking at the reasons for implementing the implementation, the goals/changes to be achieved, and the changes that have been achieved by the implementors for the implementation of the social counseling program around the Banten Province Social Service in preventing drugs in the province. Serang Regency, one of the goals is: the dissemination of information, delivery of social counseling materials, the realization of growth and development of awareness of social responsibility for every young generation in preventing, counteracting, tackling and anticipating various social problems. The organizational structure clearly describes the separation of work activities, and the distribution of responsibilities between one another.

Additional Information:	Narkotika pada masa ini sudah merambah ke setiap sudut kehidupan masyarakat Indonesia. Mulai dari anak-anak sampai orang dewasa, dari pekerja sampai para pelajar, dan bahkan para publik figur dan aparatur negara, tidak luput dari penyalahgunaan Narkotika. Sebagai salah satu masalah sosial ditatanan nasional, diberlakukanlah Undang-Undang Nomor 35 Tahun 2009 Tentang Narkotika sebagai dasar hukum. Undang-Undang ini, menjadi transformasi kesekian kalinya dari kebijakan-kebijakan dalam bentuk regulasi yang pernah disahkan oleh Negara. Tidak jauh berbeda juga dilakukan oleh Dinas Sosial Provinsi Banten. Program/bidang pemberdayaan sosial, seksi Penyuluhan Kesejahteraan Sosial dan Pengelolaan Sumber Dana Sosial menggelar penyuluhan sosial keliling di Desa Alang-alang Kecamatan Ti rtayasa, Kabupaten Serang, pada 7 Maret 2021. Kegiatan tersebut dilaksanakan dari unsur masyarakat, perangkat desa, RT, RW, tokoh pemuda, tokoh masyarakat, tokoh agama, TKSK dan Pensosmas. Penelitian ini dilakukan Untuk mengetahui/menjelaskan implementasi program penyuluhan sosial keliling Dinas Sosial Provinsi Banten dalam pencegahan narkoba di Kabupaten Serang. Penelitian ini menggunakan teori kebijakan dari Edward III. Metode penelitian yang digunakan ialah kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa komunikasi yang terjadi berupa komunikasi internal dan komunikasi eksternal. Arus komunikasi dengan proses penyaluran komunikasi (transmisi) terjadi cukup baik, dilihat dari pendeknya jalur birokrasi. Selanjutnya adalah kejelasan informasi merupakan hal yang sangat penting karena adanya kejelasan pembuat kebijakan, pelaksana dan masyarakat. Sumber daya manusia program penyuluhan sosial keliling sebanyak 8 orang (Dinsos Prov. Banten, Inspektorat Prov. Banten, Dinsos Kab. Serang, Ormas Perank). Sumber anggaran pelaksanaan berasal dari APBD Provinsi Banten Tahun 2021. Komitmen dibuktikan dengan melihat alasan implementor untuk dapat melaksanakan implementasi, tujuan/perubahan yang ingin dicapai, dan perubahan yang telah dicapai para implementor untuk implementasi program penyuluhan sosial keliling Dinas Sosial Provinsi Banten dalam pencegahan narkoba di Kabupaten Serang, salah satu tujuannya yaitu: tersebarluasnya informasi, tersampaikan materi penyuluhan social, terwujudnya pertumbuhan dan perkembangan kesadaran tanggung jawab sosial setiap generasi muda dalam mencegah, menangkal, menanggulangi dan mengantisipasi berbagai masalah sosial. Struktur organisasi menggambarkan jelas pemisahan kegiatan pekerjaan, dan penyebaran tanggung jawab antara yang satu dengan yang lain.
