Abstract

Today's fast-paced and open collaboration is one of the efforts in implementing a program or public policy. The Covid-19 pandemic, which is an obstacle and challenge for a country, must be overcome immediately. Collaboration in handling Covid-19, especially the vaccination program must be implemented immediately. The research entitled "Collaborative Governance in the Covid-19 Vaccination Program in the Administrative City of East Jakarta" aims to describe and analyze collaborative governance in the Covid-19 vaccination program in East Jakarta using the collaborative governance theory model by Ansell & Gash. Where the research method used is descriptive qualitative with data collection techniques by interviews, observation, documentation, and literature studies. The results of this study indicate that collaboration has not been carried out optimally because many obstacles were found when referring to the variables in the theory used, namely in the initial conditions there was an imbalance of resources and knowledge between stakeholders; on the institutional design, the lack of involvement of several stakeholders in implementing limited collaboration forums and the limited exposure to transparency in collaboration related to the Covid-19 vaccination program for the East Jakarta public; in facilitative leadership, stakeholders who act as facilitators and mediators in the course of collaboration are not maximized; In the collaboration process, there is distrust of some stakeholders with other stakeholders involved in the collaboration, as well as differences in the interests of some stakeholders. So collaborative governance in the Covid-19 vaccination program in East Jakarta still requires evaluation in optimizing the role of stakeholders and regulations in carrying out collaboration in the future.

Additional Information: Kolaborasi pada zaman sekarang yang serba cepat dan terbuka menjadi salah satu upaya dalam melaksanakan sebuah program maupun kebijakan publik. Pandemi Covid-19 yang menjadi hambatan dan tantangan sebuah negara haruslah segera diatasi. Kolaborasi pada penanggulangan terhadap Covid-19, terutama program vaksinasi harus segera dilaksanakan. Dalam penelitian dengan judul “Collaborative Governance Dalam Program Vaksinasi Covid-19 Di Kota Administrasi Jakarta Timur” ini bertujuan untuk mendeskripsikan dan menganalisis collaborative governance pada program vaksinasi Covid-19 di Jakarta Timur dengan menggunakan model teori collaborative governance oleh Ansell & Gash. Dimana metode penelitian yang dipakai adalah kualitatif deskriptif dengan teknik pengumpulan data dengan wawancara, observasi, studi dokumentasi dan literatur. Hingga hasil penelitian ini menunjukkan bahwa kolaborasi belum terlaksana secara optimal karena ditemukannya banyak kendala jika merujuk pada variabel yang ada pada teori yang dipakai yaitu pada kondisi awal terdapat ketidakseimbangan sumber daya dan pengetahuan antar stakeholder; pada desain kelembagaan kurangnya pelibatan beberapa stakeholder dalam melaksanakan forum terbatas kolaborasi serta terbatasnya paparan transparansi dalam kolaborasi yang berkaitan dengan program vaksinasi Covid-19 terhadap publik Jakarta Timur; pada kepemimpinan fasilitatif tidak maksimalnya stakeholder yang berperan sebagai fasilitator dan mediator dalam jalannya kolaborasi; pada proses kolaborasi terdapat adanya ketidakpercayaan beberapa stakeholder dengan stakeholder lainnya yang terlibat dalam kolaborasi, serta adanya perbedaan kepentingan yang dimiliki beberapa stakeholder. Sehingga collaborative governance dalam program vaksinasi Covid-19 di Jakarta Timur masih memerlukan evaluasi dalam mengoptimalkan peran antar stakeholder dan regulasi dalam menjalankan kolaborasi di masa yang akan datang.
