Abstract

The PATBM movement is a movement created by the Indonesian Ministry of Women's Empowerment and Child Protection which is run by communities in the form of groups living at the village or sub-district level. The aim of this research is to describe the PATBM Movement in Serang Regency and analyze whether the implementation of the Serang Regency DKBPPPA strategy in the form of developing the PATBM Movement has gone well. The problems found in this research were cases of child violence in Serang Regency which were high in the last three years (2020-2022), the PATBM movement which only existed in 68 villages out of a total of 326 villages in Serang Regency, the absence of direct socialization from the Regency DKBPPPA Serang is related to the introduction of the PATBM Movement in the community, the lack of commitment from stakeholders regarding the PATBM Movement in Serang Regency, the implementation of the PATBM Movement and the budget which is carried out simultaneously with other programs. The theory used is Strategic Management theory in the Strategy Implementation dimension according to Wheelen and Hunger (2014:11) which has three sub-aspects, namely program, budget and procedures using qualitative descriptive research methods. From this research it is known that the strategy carried out by the Serang Regency DKBPPPA in developing the PATBM Movement is not optimal. This is due to activities that are not running actively and there is no assistance after formation in the village. Then, the budget used was realized well according to plan even though there was no budget transparency to the public. Meanwhile, the DKBPPPA procedure for Serang Regency does not have a special procedure and follows guidelines from the central government.

Tujuan dalam penelitian ini adalah untuk mendeskripsikan Gerakan PATBM Di Kabupaten Serang dan menganalisis apakah implementasi strategi DKBPPPA Kabupaten Serang berupa pengembangan Gerakan PATBM sudah berjalan dengan baik. Permasalahan yang ditemukan dalam penelitian ini adalah kasus kekerasan anak di Kabupaten Serang yang tinggi pada tiga tahun terakhir (2020-2022), Gerakan PATBM yang baru ada di 68 desa dari total 326 desa yang ada di Kabupaten Serang, tidak adanya sosialisasi langsung dari DKBPPPA Kabupaten Serang terkait pengenalan Gerakan PATBM di masyarakat, kurangnya komitmen dari pemangku kepentingan terkait Gerakan PATBM di Kabupaten Serang, pelaksanaan Gerakan PATBM dan anggaran yang dilakukan bersamaan dengan program lain. Teori yang digunakan adalah teori Manajemen Strategi dalam dimensi Implementasi Strategi menurut Wheelen dan Hunger (2014:11) yang memliki tiga sub aspek, yaitu program, anggaran, dan prosedur dengan menggunakan metode penelitian kualitatif deskriptif. Dari penelitian ini diketahui bahwa strategi yang dilakukan oleh DKBPPPA Kabupaten Serang dalam pengembangan Gerakan PATBM belum optimal. Hal ini dikarenakan terdapat kegiatan-kegiatan yang tidak berjalan aktif dan tidak adanya pendampingan setelah pembentukan di desa. Kemudian, anggaran yang digunakan sudah terealisasikan dengan baik sesuai dengan yang direncanakan walaupun tidak ada transparansi anggaran kepada masyarakat. Sedangkan, untuk prosedur DKBPPPA Kabupaten Serang tidak memiliki prosedur khusus dan mengikuti pedoman dari pemerintah pusat.
