Abstract

Flood disaster is a disaster that always occurs every year, it causes various losses of property and life, therefore floods need to be handled with good disaster management. In implementing flood management, there are still obstacles such as not yet optimal implementation of disaster prevention and preparedness programs, limited flood detection infrastructure, limited facilities and infrastructure for early prevention, and handling disaster victims. The aim of this research is to find out how pre-disaster management is in dealing with flood disasters. This study used qualitative research methods. Data collection was carried out by observation, interviews, documentation and literature study. The research results show that the implementation of pre-disaster management in flood management in Periuk District is not optimal because there are still several obstacles in its implementation. This research recommends that the Tangerang City BPBD and its partners need to create special regulations for disaster activities and programs as well as carry out evaluations of activities aimed at providing sustainable output.

Additional Information: Bencana banjir merupakan bencana yang selalu terjadi setiap tahun, hal tersebut menimbulkan berbagai kerugian harta maupun nyawa oleh karena itu banjir perlu ditangani dengan manajemen bencana yang baik. Dalam pelaksanaan penanggulangan banjir masih terdapat hambatan seperti belum optimalnya pelaksanaan program pencegahan dan kesiapsiagaan bencana, prasarana pendeteksi banjir yang terbatas, keterbatasan fasilitas sarana dan prasarana pencegahan dini, dan penanggulangan korban bencana. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana manajemen pra bencana dalam menanggulangi bencana banjir. Penelitian ini menggunakan metode penelitian kualitatif. Pengumpulan data dilakukan dengan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa pelaksanaan manajemen pra bencana dalam penanggulangan banjir di Kecamatan Periuk belum optimal karena masih terdapat beberapa kendala dalam pelaksanaanya. Penelitian ini merekomendasikan bahwa BPBD Kota Tangerang dan mitranya perlu membuat regulasi khusus untuk kegiatan dan program kebencanaan serta melakukan evaluasi kegiatan yang bertujuan untuk memberikan output yang berkelanjutan.
