Abstract

This research examines the Budget Analysis for Education Affairs in Serang district. More specifically, this research discusses the allocation of the education budget, as well as the process of planning and budgeting for education in Serang Regency. The purpose of this research is to find out the causes of non-fulfillment of educational facilities and infrastructure standards and to see the commitment of local governments in solving educational problems. The theory used is Mardiasmo's performance-based budget theory which looks at the concept of value for money in the public sector, which is elaborated with choice theory. public, Wildavsky who looks at the budget based on public choice. These two theories are used as analytical tools in this research. The research method used is a qualitative research method with a phenomenological approach. The results of this research indicate that there is budget contestation which has given rise to incongruence in education budget planning in Serang Regency

Additional Information: Penelitian ini mengkaji tentang Analisis Anggaran Urusan Pendidikan di kabupaten Serang. Lebih spesifiknya, penelitian ini membahas alokasi anggaran pendidikan, serta bagaimana proses perencanaan, penganggaran pendidikan di Kabupaten Serang. Tujuan dari penelitian ini Untuk mengetahui penyebab tidak terpenuhinya standar sarana dan prasarana pendidikan serta untuk melihat komitmen pemerintah daerah dalam menyelesaikan persoalan pendidikan.Teori yang digunakan yakni teori anggaran berbasis kinerja Mardiasmo yang melihat bagaimana konsep value for money dalam sector publik, yang dielaborasikan dengan teori pilihan public, Wildavsky yang melihat anggaran berdasarkan pilihan publik. Kedua teori tersebut digunakan sebagai pisau analisis dalam penelitian ini. Adapun metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan fenomenologi. Hasil penelitian ini menunjukkan bahwa terdapat kontestasi anggaran yang memunculkan adanya ketidakselarasan perencanaan penganggaran pendidikan di Kabupaten Serang
