Abstract

One of the most complicated problems in development is poverty. Low welfare is called poverty, which is a type of social problem. In dealing with this problem, Serang Regency has one priority program, namely the Social Assistance Program for Handling Uninhabitable Houses which is technically run by the Serang Regency Housing, Settlements and Buildings Service. This research aims to determine the evaluation of the BSP-RTLH Program in Serang Regency in 2022. The theory used is Evaluation theory by Daniel Stufflebeam which consists of four dimensions, namely context evaluation, input evaluation, process evaluation and product evaluation. Using qualitative research methods with a descriptive design in line with the research objectives. Determining informants used purposive sampling technique. The data analysis technique used in this research is the Miles and Huberman concept. The results of the research show that the evaluation of the BSP- RTLH Program in Serang Regency in 2022 has not gone well, it can be said that it has not been optimal because in reality there are still several obstacles in the implementation process, such as the existence of aid recipients who are not on target, cancellation of aid recipients in the middle of implementation. , lack of funds or budget and lack of public understanding.

Additional Information:	Salah satu permasalahan yang paling rumit dalam pembangunan adalah kemiskinan. Kesejahteraan yang rendah disebut dengan kemiskinan yang merupakan salah satu jenis masalah sosial. Dalam menangani permasalahan tersebut, Kabupaten Serang mempunyai satu program prioritas yaitu Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni yang secara teknis dijalankan oleh Dinas Perumahan, Permukiman dan Bangunan Kabupaten Serang. Penelitian ini bertujuan untuk mengetahui evaluasi Program BSP-RTLH di Kabupaten Serang Tahun 2022. Teori yang digunakan adalah teori Evaluasi oleh Daniel Stufflebeam yang terdiri dari empat dimensi yaitu evaluasi konteks, evaluasi masukan, evaluasi proses dan evaluasi produk. Menggunakan metode penelitian kualitatif dengan desain deskriptif sejalan dengan tujuan penelitian. Penentuan informan menggunakan teknik purposive sampling. Teknik analisis data yang digunakan dalam penelitian ini adalah konsep Miles dan Huberman. Hasil penelitian menunjukkan bahwa Evaluasi Program BSP-RTLH di Kabupaten Serang Tahun 2022 belum berjalan dengan baik, dapat dikatakan belum maksimal karena pada kenyataannya di lapangan masih terdapat beberapa kendala dalam proses pelaksanaannya, seperti adanya penerima bantuan yang tidak tepat sasaran, pembatalan penerima bantuan di tengah pelaksanaan, kekurangan dana atau anggaran dan kurangnya pemahaman masyarakat.
