Abstract

COVID-19 merupakan tantangan bagi pemerintah terutama rumah sakit untuk mengaktifkan kembali prosedur kebencanaan sebagai fasilitas pelayanan kesehatan utama dalam menangani pasien COVID-19. Rumah sakit perlu meningkatkan pelayanan dengan menyiapkan fasilitas dan peralatan yang sesuai standar. Biaya penanganan pasien COVID-19 di rumah sakit relatif tinggi, karena memerlukan ruang isolasi khusus, disamping komponen biaya perawatan lain yang mahal seperti antivirus, terapi oksigen dan perawatan intensif dengan ventilator untuk menangani pasien berat dan kritis. Seluruh biaya perawatan pasien COVID-19 ditanggung pemerintah sesuai dengan amanat UndangUndang Nomor 4 tahun 1984 tentang Wabah Penyakit Menular, serta turunannya yang tertuang dalam Peraturan Menteri Kesehatan Nomor 59 Tahun 2016 tentang Pembebasan Biaya Pasien Penyakit Infeksi Emerging (PIE) Tertentu. Pembiayaan pasien COVID-19 yang dirawat dapat diklaim ke Kementerian Kesehatan. Selama pandemi hampir semua rumah sakit mengalami masalah keuangan walaupun seluruh biaya perawatan pasien COVID-19 ditanggung pemerintah. Hal ini disebabkan sebagian besar masyarakat menahan diri untuk memeriksakan diri ke rumah sakit karena khawatir akan tertular COVID-19 di fasilitas pelayanan kesehatan. Sikap ini menyebabkan penurunan drastis kunjungan pasien ke rumah sakit, sehingga rata-rata pendapatan rumah sakit turun hingga 50 persen. Hal ini membuat pengelola rumah sakit kesulitan menutupi biaya operasional. Dengan semua implikasi/dampak dari Pandemi COVID-19 tersebut, maka negara dalam hal ini Pemerintah melakukan berbagai upaya untuk melakukan penyelamatan kesehatan dan perekonomian nasional, dengan fokus pada belanja untuk kesehatan, jaring pengaman sosial, serta pemulihan perekonomian termasuk untuk dunia usaha dan masyarakat yang terdampak serta yang berpotensi menganggu ketahanan dan stabilitas sektor keuangan serta perekonomian negara sehingga terbitnya Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun tahun 2020 sebagai payung hukum, yang kemudian ditetapkan menjadi UndangUndang Nomor 2 Tahun 2020 tentang Kebijakan Keuangan Negara dan Stabilitas Sistem Keuangan Untuk Penanganan Pandemi Corona Virus Disease 2019 (Covid-19) dan/atau Dalam Rangka Menghadapi Ancaman yang Membahayakan Perekonomian Nasional dan/atau Stabilitas Sistem Keuangan. Pemerintah berharap dengan diberikannya jaminan pelayanan pasien COVID-19 melalui klaim penggantian biaya pelayanan pasien COVID-19 dapat terjadi kesinambungan pelayanan kesehatan terhadap pasien COVID-19 di rumah sakit agar dapat meningkatkan mutu pelayanan kesehatan yang pada akhirnya akan menekan angka kematian pasien COVID-19.

Additional Information: COVID-19 is a challenge for the government, especially hospitals, to reactivate disaster procedures as the main health care facility in treating COVID-19 patients. Hospitals need to improve services by preparing facilities and equipment according to standards. The cost of treating COVID-19 patients in hospitals is relatively high, because they require special isolation rooms, in addition to other expensive components of care such as antivirals, oxygen therapy and intensive care with ventilators to treat severe and critical patients. All costs of caring for COVID-19 patients are borne by the government in accordance with the mandate of Law Number 4 of 1984 concerning Outbreaks of Infectious Diseases, as well as its derivatives as stated in Minister of Health Regulation Number 59 of 2016 concerning Exemption of Costs for Patients with Certain Emerging Infectious Diseases (PIE). Funding for COVID-19 patients being treated can be claimed to the Ministry of Health. During the pandemic, almost all hospitals experienced financial problems, even though all the costs of caring for COVID-19 patients were borne by the government. This is because most people refrain from going to the hospital because they are worried they will contract COVID-19 in health care facilities. This attitude led to a drastic reduction in patient visits to hospitals, so that the average hospital revenue fell by 50 percent. This makes it difficult for hospital managers to cover operational costs. With all the implications/impacts of the COVID-19 Pandemic, the country, in this case the Government, is making various efforts to save health and the national economy, with a focus on spending on health, social safety nets, and economic recovery, including for businesses and communities who affected and potentially disrupting the resilience and stability of the financial sector and the country's economy resulting in the issuance of Government Regulation in Lieu of Law Number 1 of 2020 as a legal umbrella, which was later stipulated to become Law Number 2 of 2020 concerning State Financial Policy and Financial System Stability for Management of the 2019 Corona Virus Disease (Covid-19) Pandemic and/or in the Context of Facing Threats that Harm the National Economy and/or Financial System Stability. The government hopes that by providing guarantees for COVID-19 patient care through claims for reimbursement of COVID-19 patient care costs, there can be continuity of health services for COVID-19 patients in hospitals so that they can improve the quality of health services which will ultimately reduce the death rate of COVID-19 patients.
