Abstract
The implementation of simultaneous Village Head elections is a new mechanism regarding the holding of Village Head elections which refers to Law number 06 of 2014 concerning Villages. The identification of the problem in this research is, How is the implementation of holding simultaneous Village Head Elections as a democratic party in the Village during the Covid-19 pandemic in Serang Regency based on Serang Regent Regulation number 03 of 2021 concerning Guidelines for Village Head Elections? and what are the obstacles to holding simultaneous Village Head elections as a democratic party in the Village during the Covid-19 pandemic in Serang Regency based on Serang Regent Regulation number 03 of 2021 concerning Guidelines for Village Head Elections?. This study uses the theory of local government administration, democracy theory and the theory of simultaneous village head elections in the era of the Covid-19 pandemic. This study uses empirical normative methods with purely descriptive research specifications. The data used in this study were secondary data supported by primary data in the form of interviews with employees of the Serang Regency Community and Village Empowerment Office (DPMD) and employees of Tirtayasa District, Serang Regency, which were analyzed descriptively qualitatively. The results of the study showed that the implementation of holding village head elections simultaneously as a democratic party in the village during the Covid-19 pandemic in Serang Regency based on Serang Regent Regulation number 03 of 2021 regarding guidelines for village head elections had not been carried out properly. Even though procedurally all stages can be carried out up to the inauguration of the Village Head, there are still many practices of violations and disciplinary actions in enforcing campaign rules that must be carried out according to health protocols (Prokes), this occurs due to weak supervision and no binding sanctions. inside it. The factors that hinder the implementation of Serang Regent regulation number 03 of 2021 are the first, the socialization of the Perda carried out by the Serang Regency government has not been maximized so that the existence of the Perda is not visible, then there are still many related agencies or the public who do not know about the Perda. Second, weak supervision and strict sanctions applied by the village head election supervisory committee.

Adapun identifikasi masalah dalam penelitian ini adalah, Bagaimana implementasi penyelenggaraan Pemilihan Kepala Desa serentak sebagai pesta demokrasi di Desa pada masa pandemi covid-19 di Kabupaten Serang berdasarkan peraturan Bupati Serang nomor 03 tahun 2021 tentang Pedoman Pemilihan Kepala Desa ? dan bagaimana hambatan terhadap penyelenggaraan pemilihan Kepala Desa serentak sebagai pesta demokrasi di Desa pada masa pandemi covid-19 di Kabupaten Serang berdasarkan peraturan Bupati Serang nomor 03 tahun 2021 tentang Pedoman Pemilihan Kepala Desa ?. Dalam penelitian ini menggunakan teori penyelenggaraan pemerintah daerah, teori demokrasi dan teori pemilihan Kepala Desa serentak era pandemi covid-19. Penelitian ini menggunakan metode normatif empiris dengan spesifikasi penelitian deskriptif murni. Data yang digunakan dalam penelitian ini yaitu data sekunder yang ditunjang dengan data primer berupa wawancara dengan pegawai dinas pemberdayaan masyarakat dan Desa (DPMD) Kabupaten Serang dan pegawai Kecamatan Tirtayasa Kabupaten Serang, yang dianalisis secara deskriptif kualitatif. Hasil penelitian menunjukan bahwa implementasi penyelenggaraan pemilihan Kepala Desa serentak sebagai pesta demokrasi di Desa pada masa pandemi covid-19 di Kabupaten Serang berdasarkan peraturan Bupati Serang nomor 03 tahun 2021 tentang pedoman pemilihan Kepala Desa belum terlaksana secara baik. Meskipun secara prosedural semua tahapan dapat dilaksanakan sampai dengan pelantikan Kepala Desa, akan tetapi masih banyak ditemukan praktek pelanggaran dan tindakan indisipliner dalam penegakkan aturan kampanye yang harus dijalankan sesuai dengan protokol kesehatan (Prokes), hal ini terjadi karena lemahnya pengawasan dan tidak ada sanksi yang mengikat didalamnya. Faktor-faktor yang menghambat implementasi peraturan Bupati Serang nomor 03 tahun 2021 pertama, faktor sosialisasi Perda yang dilakukan oleh pemerintah Kabupaten Serang belum maksimal sehingga eksistensi Perda tersebut tidak terlihat, kemudian masih banyak jajaran instansi terkait atau masyarakat belum mengetahui Perda tersebut. Kedua, lemahnya pengawasan dan ketegasan sanksi yang diterapkan oleh panitia pengawas pemilihan Kepala Desa. | |||||||||
