Abstract

Seeing the large number of cases of violence against children and women, it isnecessary to have legal guarantees from the government to protect children's right and protect against all forms of violence. children's rights issued in BantenProvince Regional Regulation UUD Number 9 of 2014 Concerning the Protectionof children and women against acts of violence, there is a phenomenon ofunresolved problems in the Implementation of Regional Regulation Number 9 of 2014 concerning the protection of children and women against acts of sexual violence, This research has the aim to find out how successful the implementation of the Regional Regulation is, especially for children who are affected by sexual violence because this will greatly affect the future of children and uses the theory of the implementation model according to Van Metter and Van Horn. This research uses a descriptive method with a qualitative approach. The results of this study indicate that it has been running but not optimal, there are still several obstacles in its implementation, such as the lack of human resources owned or involved being one of the inhibiting factors in the successful implementation of the regional Regulation of Banten Province Number 9 of 2014, the budget related to the implementation of the regional regulation is still not enough. because, with the increasing number of cases of violence which are unpredictable every year, facilities and infrastructure are still incomplete, lack of outreach or delivery of information, economic conditions and friendly environment

Additional Information:	Melihat banyaknya kasus kekerasan pada anak dan perempuan maka perlu adanya jaminan hukum dari pemerintah untuk melindungi hak-hak anak serta melindungi dari segala bentuk kekerasan, perlu disadari bahwa perlindungan anak perlu di lakukan oleh semua orang baik pemerintah, lembaga non pemerintah maupun masyarakat dalam rangka melindungi hak anak yang di keluarkan dalam Peraturan Daerah Provinsi Banten UUD Nomor 9 Tahun 2014 Tentang Perlindungan anak dan perempuan terhadap tindak kekerasan, adanya fenomena permasalahan yang belum terselesaikan dalam Pelaksanaan Peraturan Daerah Nomor 9 Tahun 2014 tentang perlindungan anak dan Perempuan terhadap tindak kekerasan seksual, Penelitian ini memiliki tujuan untuk mengetahui bagaimana keberhasilan pelaksanaan Implementasi Peraturan Daerah tersebut khususnya terhadap anak yang terkena dampak kekerasan seksual karena hal tersebut akan sangat berpengaruh bagi masa depan anak-anak dan menggunakan teori model implementasi menurut Van Metter dan Van Horn. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian ini menunjukkan bahwa sudah berjalan akan tetapi belum optimal, masih terdapat beberapa kendala dalam pelaksanaannya, seperti kurangnya jumah SDM yang dimiliki atau terlibat menjadi salah satu faktor penghambat dalam keberhasilan penerapan perda Provinsi Banten Nomor 9 tahun 2014 , anggaran dana terkait pelaksanaan perda dirasa masih belum cukup. karena, dengan naiknya jumlah kasus kekerasan yang setiap tahunnya tidak dapat diprediksi, sarana dan prasarana masih belum lengkap, Kurangnya sosialisasi atau penyampaian informasi, kondisi ekonomi dan lingkungan pertemanan
