Abstract
In Law of the Republic of Indonesia Number 6 of 2016 concerning Villages, the development of tourism villages involves the community in the village, which will be facilitated by the Village Government through community empowerment for Village Development. Increasing the development of Village Tourism potential is a hurdle for the Sukaratu Village Government due to the unmaintained Mahkota Ratu Park due to lack of visitors and inadequate funds. As for the identification of the problem, What is the role of the Sukaratu Village Government in the management of tourist destinations in Taman Mahkota Ratu?, then What are the duties and responsibilities of the Sukaratu Village Government towards the implementation of Taman Mahkota Ratu tourism management based on Serang Regency Regional Regulation Number 8 of 2014 concerning the Serang Tourism Development Master Plan for 2014-2025? The theories used are Authority Theory and Tourism Theory. The research method is the empirical juridical method. The specification of the study is descriptive analytical. Data sources are primary data supported by secondary data. Data collection techniques are sources of literature related to research, interviews and observations. Data are obtained and analyzed juridically by qualitative approach method. The results of research on the role of the Sukaratu Village Government in the development of Taman Mahkota Ratu, that the Serang Regency Government gives authority to the Village Government including the Sukaratu Village Government in managing in Tourism Villages where Taman Mahkota Ratu is also included. Efforts made by the Sukaratu Village Government carried out supervision and provided initial capital, formed Pokdarwis, and conducted socialization to the community. The informants used in this study came from related village institutions as well as the community. The conclusion is that based on the authority given by laws and regulations, the Village Government in this case Sukaratu Village has exercised its authority in matters of facilities, namely the provision of capital and the formation of Pokdarwis. The suggestion is for the Sukaratu Village Government to optimize facilities and infrastructure that are not optimal, and increase community empowerment in the development of Taman Mahkota Ratu in the future.

Peningkatan pengembangan potensi Pariwisata Desa menjadi rintangan tersendiri bagi Pemerintah Desa Sukaratu dikarenakan tidak terawatnya Taman Mahkota Ratu karena kurangnya pengunjung dan dana yang tidak memadai. Adapun identifikasi masalahnya, Bagaimana peran dari Pemerintah Desa Sukaratu dalam pengelolaan destinasi wisata di Taman Mahkota Ratu?, kemudian Bagaimana tugas dan tanggung jawab Pemerintah Desa Sukaratu terhadap pelaksanaan pengelolaan pariwisata Taman Mahkota Ratu berdasarkan Peraturan Daerah Kabupaten Serang Nomor 8 Tahun 2014 Tentang Rencana Induk Pembangunan Kepariwisataan Serang Tahun 2014-2025? Teori yang digunakan yaitu Teori Kewenangan dan Teori Pariwisata. Metode penelitian yaitu metode yuridis empiris. Spesifikasi penelitian yaitu deskriptif analitis. Sumber data yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data adalah sumber kepustakaan yang terkait dengan penelitian, wawancara dan observasi. Data diperoleh dan dianalisis secara yuridis dengan metode pendekatan kualitatif. Hasil penelitian mengenai peran Pemerintah Desa Sukaratu terhadap pengembangan Taman Mahkota Ratu, bahwa Pemerintah Kabupaten Serang memberikan kewenangan kepada Pemerintah Desa termasuk Pemerintah Desa Sukaratu dalam pengelolaan di dalam Desa Wisata dimana Taman Mahkota Ratu juga termasuk di dalamnya. Upaya yang dilakukan oleh Pemerintah Desa Sukaratu menjalakan pengawasan serta memberikan modal awal, membentuk Pokdarwis, dan melakukan sosialisasi kepada masyarakat.Informan yang digunakan dalam penelitian ini berasal dari lembaga desa terkait dan juga masyarakat. Kesimpulannya adalah berdasarkan kewenangan yang diberikan oleh Peraturan Perundang-undangan maka Pemerintah Desa dalam hal ini Desa Sukaratu telah melaksanakan kewenangannya dalam urusan fasilitas yaitu penyediaan modal dan pembentukan Pokdarwis. Sarannya adalah agar Pemerintah Desa Sukaratu mengoptimalkan sarana dan prasarana yang belum optimal, dan meningkatkan pemberdayaan terhadap masyarakat dalam pengembangan Taman Mahkota Ratu ke depannya. | |||||||||
