Abstract

In a binary social view, gender and gender are often understood to mean the same thing. Meanwhile, gender is divided into two, namely men and women, while gender is a social construction related to the roles that men and women should have. Those who look different between gender and sex are considered as deviations. Trans woman is one of the minority groups that is considered deviant because of their gender identity with their sex which looks different. The existence of transwomen among the people in Bogor is rejected because they are considered to invite punishment from God. The Bogor City DPRD responded to this rejection from the community by issuing Regional Regulation Number 10 of 2021 concerning the Prevention and Management of Sexual Deviant Behavior. These problems were examined and studied further using the Five Faces of Oppression theory by Iris Marion Young with a phenomenological approach qualitative research method. The results of the study show that transwomen in Bogor City interpret the phenomenon of acts of oppression that occur in Regional Regulation Number 10 of 2021 concerning the Prevention and Management of Sexual Deviant Behavior in Bogor as a form of suppression and restrictions on themselves as transwomen not to express their identity. By oppressing forms of exploitation, marginalization, powerlessness, cultural imperialism and violence, it creates fear and worry about their fate in the future. And in the end, trans women must be willing to accept all conditions and situations that can harm them.

Additional Information:	Dalam pandangan sosial yang biner, gender dan jenis kelamin seringkali dipahami dengan makna yang sama. Sementara itu jenis kelamin terbagi dua yakni laki-laki dan perempuan sedangkan gender merupakan kontruksi sosial terkait peran yang seharusnya dimiliki laki-laki ataupun perempuan. Mereka yang terlihat berbeda antara gender dengan jenis kelaminnya dianggap sebagai penyimpangan. Transpuan merupakan salah satu kelompok minoritas yang dianggap menyimpang karena identitas gender dengan jenis kelaminnya yang terlihat berbeda. Keberadaan transpuan di kalangan masyarakat Kota Bogor mendapat penolakan karena dianggap dapat mengundang azab dari tuhan. Adanya penolakan dari masyarakat tersebut direspon oleh DPRD Kota Bogor dengan mengeluarkan Peraturan Daerah Nomor 10 Tahun 2021 tentang Pencegahan dan Penanggulangan Perilaku Penyimpangan Seksual. Permasalahan tersebut diteliti dan dikaji lebih lanjut menggunakan teori Five Faces of Oppression oleh Iris Marion Young dengan metode penelitian kualitatif pendekatan fenomenologi. Hasil penelitian menunjukan transpuan di Kota Bogor memaknai bahwa fenomena tindakan opresi yang terjadi dalam Peraturan Daerah Nomor 10 Tahun 2021 tentang Pencegahan dan Penanggulangan Perilaku Penyimpangan Seksual di Kota Bogor sebagai bentuk penekanan dan pembatasan terhadap dirinya sebagai transpuan untuk tidak mengekspresikan identitasnya. Dengan ketertindasan bentuk eksploitasi, marginalisasi, ketidakberdayaan, imperialisme budaya dan kekerasan menimbulkan rasa takut dan khawatir akan nasib mereka di masa depan. Dan pada akhirnya transpuan harus mau menerima segala kondisi serta situasi yang dapat merugikan dirinya.
