Abstract

The focus of this research is the Implementation of SABAKOTA E-Government (Tangerang City Assistance Application System) in Tangerang City. Sabakota is a medium for applying for grants and social assistance with the aim of facilitating the service process and absorbing information related to the management of grants and social assistance in the City of Tangerang, but the facts on the ground show that e-government implementation has not been carried out in its entirety. The researcher uses the theory of Elements of Success in Implementing E-Government from Indrajit (2016), which consists of Support, Capacity, Value. The research method used is a descriptive qualitative research method. The data collection technique used by researchers is the analytical technique of Miles and Huberman, in testing the validation of the data the researcher uses the Triangulation method. The results of this study indicate that the implementation of E-Government in SABAKOTA has been carried out well, but not in its entirety for the people of Tangerang City. Sabakota already has clear rules and the Tangerang City Government has carried out e-government empowerment. However, not all grant-making OPDs conduct outreach regarding the implementation of Sabakota. The People's Welfare Section which holds Religious Institution Grants is one of the OPDs that has successfully implemented Sabakota. The information and responsiveness of the grant manager is very good and the grant application process is very easy.

Sabakota merupakan media untuk mengajukan bantuan hibah dan bantuan sosial yang bertujuan untuk mempermudah proses pelayanan dan menyerap informasi berkaitan dengan pengelolaan hibah dan bansos di Kota Tangerang, namun fakta lapangan menunjukan bahwa penerapan e-government tersebut belum dilakukan secara memyeluruh. Peneliti menggunakan teori Elemen Sukses Penerapan E-Government dari Indrajit (2016) yang terdiri dari Support, Capacity, Value. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang bersifat deskriptif. Teknik pengumpulan data yang digunakan oleh peneliti yaitu teknik analisis dari Miles dan Huberman, dalam menguji validasi data peneliti menggunakan metode Triangulasi. Hasil dari penelitian ini menunjukan bahwa penerapan E-Government pada SABAKOTA sudah terlaksanakan dengan baik namun tidak secara menyeluruh kepada masyarakat Kota Tangerang. Sabakota sudah memiliki aturan yang jelas dan Pemkot Tangerang sudah melakukan pemberdayaan e-government. Namun tidak semua OPD penyelenggara hibah melakukan sosialisasi terkait penerapan Sabakota. Bagian Kesejahteraan Rakyat yang memegang Hibah Lembaga Keagamaan merupakan salah satu OPD yang berhasil menerapkan Sabakota. Informasi dan tingkat responsivitas dari pengelola hibah sangat baik dan proses pengajuan hibah menjadi sangat mudah.
