Abstract
The availability of water for the use of the people of Cilegon City is not in accordance with the specifications of water availability fairly which should be regulated in Law Number 17 of 2019 concerning Water Resources and Government Regulation Number 42 Year 2008 on Water Resources Management. What is the authority of the Cilegon City Public Works and Spatial Planning Office in Water Resources Management to realize the availability of Water and Resources based on Law Number 17 of 2019 concerning Water Resources? Then how about the ambatan in a lami Cilegon City Public Works and Spatial Planning Office in the management of the umber daya air? The theory used in this study is the theory of authority and the theory of building bsustainability. The method used in this study is logical becauseit points to primary data, data sources consist of primary legal materials, secondary legal materials, and tertiary legal materials, research locations at the Cilegon City Public Works and Spatial Planning Office. Based on the results of water resources management research carried out and supervised by the Cilegon City Public Works and Spatial Planning Office using the authority of Law Number 17 of 2019 concerning WaterResources Management and Government Regulation Number 42 of 2008 concerning Water Resources Management. Water availability and benefits fairly in Cilegon City are influenced by fair management of water resources through activities involving the Cidanau river and the location of the Port Area, this aims to utilize water resources fairly and equitably for the people and industries of Cilegon City. The Cilegon City Public Works and Spatial Planning Office is still experiencing obstacles experienced by Cilegon City in realizing the availability of water and water sources, namely the absence of legal regulations explaining water resources, limited provision of operation and maintenance funds, water pollution, water allocation, accesss water supply, officers of the Cilegon City Public Works and Spatial Planning Office, government supervision, and coordination of the Cilegon City Public Works and Spatial Planning Office. In conclusion, the Cilegon City Public Works and Spatial Planning Office in water resources management is not only government laws and regulations, but there needs to be a Regional Regulation or Mayor Regulation that regulates water resources management to realize the availability of water and water resources.

Identifikasi masalah dalam penelitian ini bagaimana kewenangan Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon dalam Pengelolaan Sumber Daya Air Untuk mewujudkan ketersediaan Air dan Sumber berdasarkan Undang-Undang Nomor 17 Tahun 2019 tentang Sumber Daya Air? Kemudian bagaimana hambatan yang dialami Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon dalam pengelolaan sumber daya air? Teori yang digunakan dalam penelitian ini yakni teori kewenangan dan teori pembangunan berkelanjutan. Metode yang digunakan dalam penelitian ini yuridis empiris karena bertitik tolak pada data primer, sumber data terdiri dari bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier, lokasi penelitian pada Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon. Berdasarkan hasil penelitian pengelolaan sumber daya air yang dilaksanakan dan diawasi oleh Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon menggunakan kewenangan Undang-Undang Nomor 17 Tahun 2019 tentang Sumber Daya Air dan Peraturan Pemerintah Nomor 42 Tahun 2008 tentang Pengelolaan Sumber Daya Air. Ketersediaan air dan manfaat secara adil di Kota Cilegon dipengaruhi oleh pengelolaan sumber daya air secara adil melalui kegiatan yang melibatkan sungai Cidanau dan dilokasi Daerah Pelabuhan, hal ini bertujuan untuk mendayagunakan sumber daya air secara adil dan merata bagi masyarakat dan industri Kota Cilegon. Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon masih mengalami kendala yang di alami Kota Cilegon dalam mewujudkan ketersediaan air dan sumber air yaitu belum adanya regulasi hukum yang menjelaskan tentang sumber daya air, terbatasnya penyediaan dana operasi dan pemeliharaan, pencemaran air, alokasi air, akses pasokan air, petugas Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon, pengawasan pemerintah, dan koordinasi Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon. Kesimpulannya bahwa Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon dalam pengelolaan sumber daya air tidak hanya undang-undang dan Peraturan pemerintah saja, tetapi perlu adanya Peraturan Daerah ataupun Peraturan Walikota yang mengatur tentang pengelolaan sumber daya air untuk mewujudkan ketersediaan air dan sumber air. | |||||||||
