Abstract
Transportation is the most important part in the development of a country. Based on Ministerial Regulation Number 24 of 2021 concerning the Implementation of Road Transport Passenger Terminals. The terminal is a base for motorized vehicles to organize arrivals and departures, pick up and drop off passengers and/goods, as well as transfer modes of transport. The existence of the terminal is often cited as the cause of congestion, as for solving the problem. How is the authority of the Transportation Department to influence the effectiveness of the Cadasari Type C Terminal as a transit for loading and unloading goods and people for changing transport modes in Pandeglang based on Ministerial Regulation Number 24 of 2021 concerning Road Transport Passenger Terminal Organizers? and What are the factors that hinder the effectiveness of the Cadasari Type C Terminal as a transit for loading and unloading goods and people for changing modes of transport in Pandeglang based on Ministerial Regulation Number 24 of 2021 concerning Road Transport Passenger Terminal Organizers? The theories used are Authority Theory and Effectiveness Theory. The research method is the empirical juridical method. The research specifications are analytical descriptive. Data sources are primary data and secondary data. Data collection techniques are observation, interviews and library studies. Data was obtained and analyzed using a qualitative approach method. The research results of the Pandeglang district transportation service have exercised their authority in an effort to make the Cadasari type C terminal more effective, the type C terminal is the authority of the mayor according to article 25 of Ministerial Regulation Number 24 of 2021 concerning the Implementation of road transport passenger terminals, the authority is delegated to the Regent in the field of transportation given to the Pandeglang Regency Transportation Service. In optimizing the effectiveness of the type C terminal for the Pandeglang Regency transportation service, there are factors that hinder it, including the geographical location of the terminal far from the main road, facilities that are not yet optimal, most of the officers' employment status is as volunteers and the existence of shadow terminals. In conclusion, the Pandeglang Regency Transportation Service has implemented its authority in transportation matters but is not yet optimal. The suggestion is that the government must make regulations regarding transportation, must improve terminal facilities and management and also accessibility so that the terminal can function according to its function.

Berdasarkan Peraturan Menteri Nomor 24 Tahun 2021 tentang Penyelenggaraan Terminal Penumpang Angkutan Jalan. Terminal yaitu pangkalan kendaraan bermotor untuk mengatur kedatangan dan keberangkatan, menaikan dan menurunkan penumpang dan atau/barang, serta perpindahan moda angkutan. Keberadaan terminal sering dituduh sebagai penyebab kemacetan, adapun identifikasi masalahnya Bagaimana Kewenangan Dinas Perhubungan dalam Mempengaruhi Efektivitas Terminal Tipe C Cadasari Sebagai Transit Bongkar Muat Barang Dan Orang Perpindahan Moda Angkutan Di Pandeglang Berdasarkan Peraturan Menteri Nomor 24 Tahun 2021 tentang Penyelenggara Terminal Penumpang Angkutan Jalan? dan Bagaimana Faktor-Faktor Yang Menghambat Efektivitas Terminal Tipe C Cadasari Sebagai Transit Bongkar Muat Barang Dan Orang Perpindahan Moda Angkutan Di Pandeglang Berdasarkan Peraturan Menteri Nomor 24 Tahun 2021 tentang Penyelenggara Terminal Penumpang Angkutan Jalan?. Teori yang digunakan adalah Teori Kewenangan Dan Teori Efektivitas. Metode penelitian yaitu metode yuridis empiris. Spesifikasi penelitian yaitu Deskriptif analitis. Sumber data yaitu data primer dan data sekunder. Teknik pengumpulan data yaitu observasi, wawancara dan studi perpustakaan. Data diperoleh dan dianalisis dengan metode pendekatan kualitatif. Hasil penelitian dinas perhubungan kabupaten pandeglang telah melakukan kewenangannya dalam upaya mengefektivitaskan terminal tipe C Cadasari, terminal tipe C merupakan kewenangan Bupati/wali kota menurut pasal 25 Peraturan Mentri Nomor 24 Tahun 2021 tentang Penyelenggaraan terminal penumpang angkutan jalan, kewenangan secara delegasi untuk penyelenggaraan urusan Bupati bidang perhubungan diberikan kepada Dinas Perhubungan Kabupaten Pandeglang. Dalam mengoptimalkan efektivitas terminal tipe C dinas perhubungan kabupaten Pandeglang terdapat faktor-faktor yang menghambat diantaranya sisi letak geografis terminal jauh dari jalan utama, fasilitas yang ada belum maksimal, petugas sebagian besar status kepegawainnya sebagai sukarelawan dan adanya terminal bayangan. Kesimpulannya dinas perhubungan kabupaten pandeglang telah melaksanakan kewenangannya dalam urusan perhubungan namun belum optimal. Sarannya pemerintah harus membuat aturan mengenai transportasi, harus memperbaiki fasilitas dan manajemen terminal dan juga aksebilitas agar terminal dapat berfungsi sesuai dengan fungsinya | |||||||||
