Abstract
The Complete Systematic Land Registration (PTSL) is a land registration activity carried out simultaneously for all land registration objects throughout Indonesia in one village/sub-district. The problems faced in the implementation of PTSL in Babakan Asem Village are the lack of socialization to the community, the lack of land ownership proofs or incomplete data as requirements, and disputes over land ownership in Babakan Asem Village. This study focuses on the implementation process of the Complete Systematic Land Registration Program (PTSL) in Babakan Asem Village, Teluknaga District, Tangerang Regency. The purpose of this study is to determine the Implementation of the Complete Systematic Land Registration Program in Babakan Asem Village. This study uses the theory of Donald Van Metter and Carl Van Horn, where there are six variables covering Policy Size and Objectives, Resources, Characteristics of Implementing Agents, Attitudes/Tendencies of Implementers, Inter-Organizational Communication, and Economic, Social, and Political Environment. This research method uses a qualitative approach with descriptive qualitative research type, and data collection techniques used are observation, interview, and documentation. Based on the results of the research analyzed in the field, the Implementation Process of the Complete Systematic Land Registration Program in Babakan Asem Village has been carried out well but not yet optimal. Out of the total target of 4,000, only 2,278 fields were realized. The suggestion from this study is that active socialization is needed to the community, synchronization between physical and juridical data, additional human resources are required in the measurement team, active involvement of the village in the implementation of PTSL, more intensive coordination among implementing agents, and regular evaluation and monitoring of the implementation of the PTSL program.

| Additional Information: | Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan kegiatan pendaftaran tanah yang dilakukan secara serentak bagi semua objek pendaftaran tanah di seluruh wilayah indonesia dalam satu wilayah desa/kelurahan. Permasalahan yang dihadapi dalam pelaksanaan PTSL di Desa Babakan Asem mengenai kurangnya sosialisasi kepada masyarakat, kurangnya bukti-bukti kepemilikan tanah atau data yang tidak lengkap sebagai persyaratan, serta terjadinya perselisihan kepemilikan tanah di Desa Babakan Asem. Penelitian ini berfokus kepada proses implementasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Babakan Asem Kecamatan Teluknaga Kabupaten Tangerang. Tujuan penelitian ini untuk mengetahui Implementasi Program Pendaftaran Tanah Sistematis Lengkap di Desa Babakan Asem. Penelitian ini menggunakan teori Donald Van Metter dan Carl Van Horn dimana terdapat enam variabel yang meliputi Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap/Kecenderungan Para Pelaksana, Komunikasi Antar Organisasi, dan Lingkungan Ekonomi, Sosial dan Politik. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dianalisis di lapangan bahwa Proses Implementasi Program Pendaftaran Tanah Sistematis Lengkap di Desa Babakan Asem sudah terlaksana dengan baik namun belum optimal. Dari total 4.000 target yang diberikan hanya terealisasi sebanyak 2.278 bidang. Saran dari penelitian ini adalah perlu dilakukan sosialisasi secara aktif kepada masyarakat, perlu dilakukan sinkroniasi antara data fisik dan data yuridis, dibutuhkan SDM tambahan dalam tim pengukuran, perlu melibatkan pihak desa secara aktif dalam pelaksanaan PTSL serta adanya koordinasi lebih intensif antar para agen pelaksana, dan perlu adanya evaluasi dan pemantauan secara berkala terhadap pelaksanaan program PTSL | |||||||||
