Abstract
This study aims to 1) determine the pattern of implementation of the partnership system that exists between UPTD BPTPHP Banten Province and partner rice seed growers; and 2) measuring the level of satisfaction of rice seed growers partnering with UPTD BPTPHP Banten Province regarding the course of the partnership. The research was conducted in Pontang District, Serang Regency, with a total sample of 30 respondents who were determined by census technique. Analysis of the satisfaction level of seed growers uses the Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI) methods. The results of this study concluded 1) The partnership pattern that exists between the UPTD BPTPHP and rice seed growers in the area around the company is a plasma nucleus partnership. The partnership provides several benefits for UPTD BPTPHP and partner farmers. The benefits obtained by UPTD BPTPHP are the fulfillment of raw material and labor needs. While the benefits obtained by partner farmers are obtaining capital assistance in harvesting, obtaining market guarantees, increasing farmers' income and obtaining additional knowledge, skills and technology in cultivation; 2) Satisfaction analysis using the IPA method shows that there are still six attributes that must be a top priority, namely the price of production inputs, availability and ease of obtaining production inputs, core response to complaints, provision of harvest transportation facilities, purchase price of harvest yields and timely payment yields. Attributes that need to maintain their performance are the procedure for accepting partner farmers, the quality of the main seeds, the knowledge and communication skills of the assistants, assistance with harvest costs and the timely delivery of harvest costs. Attributes with low priority are the price of staple seeds and the frequency of implementation of plasma development. While the attributes that are considered excessive are the services and materials provided in coaching, core assistance in tackling pests and diseases and the presence of assistants who are easy to find and contact. The CSI calculation result obtained is 62.08 indicating that farmers feel quite satisfied with the partnership pattern that has been established with the UPTD BPTPHP Banten Province. Penelitian dilakukan di Kecamatan Pontang, Kabupaten Serang, dengan total sampel dari 30 responden yang ditentukan dengan teknik sensus. Analisis tingkat kepuasan petani benih menggunakan metode Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI). Hasil penelitian ini menyimpulkan: 1) Pola kemitraan yang terjalin antara UPTD BPTPHP dengan petani benih padi di wilayah sekitar perusahaan adalah kemitraan inti plasma. Si kemitraan memberikan beberapa manfaat bagi UPTD BPTPHP dan petani mitra. Manfaat yang diperoleh UPTD BPTPHP adalah pemenuhan kebutuhan bahan baku dan tenaga kerja. Sedangkan keuntungan yang diperoleh petani mitra adalah memperoleh bantuan modal dalam memanen, memperoleh jaminan pasar, meningkatkan pendapatan petani dan memperoleh tambahan pengetahuan, keterampilan dan teknologi dalam budidaya; 2) Analisis kepuasan menggunakan metode IPA menunjukkan bahwa masih ada enam atribut yang harus menjadi prioritas utama, yaitu harga input produksi, ketersediaan dan kemudahan memperoleh input produksi, respon inti terhadap keluhan, penyediaan sarana transportasi panen, harga beli hasil panen dan tepat waktu hasil pembayaran. Atribut yang perlu dipertahankan kinerjanya adalah prosedur penerimaan petani mitra, kualitas benih utama, pengetahuan dan keterampilan komunikasi asisten, bantuan biaya panen dan pengiriman biaya panen tepat waktu. Atribut dengan prioritas rendah adalah harga benih pokok dan frekuensi pelaksanaan pengembangan plasma. Sedangkan Atribut yang dianggap berlebihan adalah jasa dan materi yang diberikan dalam pembinaan, bantuan inti dalam menanggulangi hama dan penyakit serta adanya asisten yang mudah ditemukan dan dihubungi. Hasil perhitungan CSI yang diperoleh sebesar 62,08 menunjukkan bahwa petani merasa cukup puas dengan pola kemitraan yang telah terjalin dengan UPTD BPTPHP Provinsi Banten.
