Abstract
This thesis aims to investigate the role of the Council Secretariat in enhancing the legislative function of the Regional Representative Council of Banten Province. This study employs qualitative research data analysis procedures that were conducted prior to engaging in fieldwork. During the period of being actively engaged in the field, and subsequent to the completion of activities in the field. Qualitative research involves the acquisition of data from diverse sources through the utilization of multiple data collection techniques, which are consistently implemented until data saturation is achieved. There are several role markers, as identified by previous research. Biddle and Thomas, as cited in Sarwono (2015: 215–217), propose a conceptual framework consisting of four key elements pertaining to behavior within the context of hope: norms, behavioral manifestations, evaluation, and consequences. The subsequent topic to be discussed pertains to the theory of public policy actors, as referenced in the works of Anderson (1990), Howlett and Ramesh (1995), Howlett (2011), John (2011), and Fischer et al. (2015). State actors encompass many entities, such as legislative institutions, alongside non-state players, which encompass interest groups, pressure organizations, political parties, and mass media. The research findings on the role of the secretariat of the council in enhancing the legislative function of the Banten provincial DPRD, using the middle and Thomas theory comprising four indicators - expectations of norms, forms of behavior, and judgment - suggest that the efforts to improve the legislative functions have been successful and aligned with the standard operating procedures. The execution of basic tasks and functions has been effective, although several obstacles have been encountered during the implementation of activities, particularly amidst the Covid-19 pandemic. These obstacles include financial constraints, limitations in the work system, and a shift in focus towards managing the Covid-19 situation. In the context of actors involved in legislative improvement endeavors, the application of the public policy actors theory (Anderson, 1990; Howlett & Ramesh, 1995; Howlett, 2011; John, 2011; Fischer et al., 2015) reveals the prominence of the pentahelix framework. Within this framework, the council or government assumes a dominant role in formulating regional regulations. Additionally, the DPRD institution itself possesses significant legislative authority, while also serving as a platform for accommodating societal aspirations from diverse sectors.

Pelaksanaan tugas pokok dan fungsi telah berhasil; namun, berbagai tantangan muncul selama tahap implementasi, terutama terkait pandemi Covid-19. Tantangan tersebut antara lain kendala finansial, keterbatasan sistem kerja, dan pergeseran fokus penanganan dampak Covid-19. Dalam konteks aktor yang terlibat dalam upaya perbaikan legislatif, penerapan teori aktor kebijakan publik (cf. Anderson 1990; Howlett & Ramesh 1995; Howlett 2011; John 2011; Fischer et al. 2015) mengungkap keunggulan model pentahelix. Model ini menonjolkan peran dewan atau pemerintah yang dominan dalam merumuskan peraturan daerah. Selain itu, lembaga DPRD sendiri memiliki kewenangan legislasi yang signifikan dan berfungsi sebagai wadah untuk menampung aspirasi masyarakat dari berbagai sektor. | |||||||||
