Abstract
Economic development is part of national development which is expected to provide and make Indonesian society just and prosperous. One of the real potentials that can support economic development is the home industry, because with the absorption of labor it can produce goods or services at a price level that can be reached by the people. Because of this role, an effort is needed so that this business continues to grow and progress. This research will discuss the role of the Lebak Regency government in empowering and developing the shredded tuna home industry in Karang Malang Village RT/RW 08/03 Muara Village, Lebak Regency, Banten, and how the obstacles experienced by the Lebak Regency government in empowering and developing actors home industry business. The theory that the writer uses is the theory of authority and the theory of community empowerment as an effort to empower and develop home industries. The research method that the author uses is empirical juridical research, juridical research is a historical research method that wants to investigate matters related to law, both formal law and non-formal law in the past. The results of this study, that the role of the Lebak Regency government is to be able to empower and develop the home industry, and can expand the product marketing of home industry players by involving home industry business actors in product exhibitions. DISPERINDAG is able to overcome marketing barriers and production equipment experienced by home industry businesses, namely by conducting training, professional certification, and providing tools for middle and upper middle class business actors, by looking at the facts on the ground they can independently carry out their business activities. Based on this discussion, it can be concluded that the role of local government in the development and empowerment of the creative economy is by means of training, technical assistance and professional certification. With the existence of a program implemented by the local government, business actors must make good use of the program.

| Additional Information: | Pembangunan ekonomi merupakan bagian dari pembangunan nasional yang diharapkan akan memberi dan menjadikan masyarakat Indonesia adil serta makmur. Salah satu potensi nyata yang dapat menunjang pembangunan ekonomi ialah home industry, karena dengan adanya penyerapan tenaga kerja dapat menghasilkan barang ataupun jasa dalam tingkatan harga yang dapat dijangkau oleh rakyat. Karena peranannya inilah diperlukan adanya suatu upaya agar usaha ini terus berkembang dan maju. Penelitian ini akan membahas tentang bagaimana peran pemerintah Kabupaten Lebak dalam pemberdayaan dan pengembangan home industry abon ikan tuna di Kampung Karang Malang RT/RW 08/03 Desa Muara Kabupaten Lebak-Banten, dan bagaimana hambatan yang di alami pemerintah Kabupaten Lebak dalam pemberdayaan dan pengembangan pelaku usaha home industry. Teori yang penulis gunakan ialah teori kewenangan dan teori pemberdayaan masyarakat sebagai upaya pemberdayaan dan pengembangan home industry. Metode penelitian yang penulis gunakan adalah penelitian yuridis empiris, penelitian yuridis merupakan metode penelitian sejarah yang ingin menyelidiki hal-hal yang berhubungan dengan hukum, baik hukum formal maupun hukum nonformal pada masa lampau. Hasil penelitian ini, bahwa peran pemerintah Kabupaten Lebak mampu melakukan pemberdayaan dan pengembangan home industri, serta dapat memperluas pemasaran produk para pelaku home industry dengan cara mengikut sertakan para pelaku usaha home industry melakukan pameran produk. DISPERINDAG mampu mengatasi hambatan pemasaran serta alat produksi yang di alami para pelaku usaha home industry yaitu dengan melakukan pelatihan, sertifikasi profesi, serta memberikan alat untuk para pelaku usaha menengah keatas, dengan melihat fakta di lapangan sudah bisa mandiri melakukan kegiatan usahanya. Berdasarkan pembahasan tersebut, dapat disimpulkan bahwa peran pemerintah daerah dalam pengembangan dan pemberdayaan ekonomi kreatif adalah dengan cara melakukan pelatihan, bimbingan teknis pendampingan serta sertifikasi profesi lebih berkembang. Dengan adanya program yang di laksanakan oleh pemerintah daerah, para pelaku usaha harus memanfaatkan program tersebut dengan baik. | |||||||||
