Abstract
The emergence of new media, such as online media, does not prevent the public's continued demand for television as a medium. Television programmes are becoming increasingly diverse. However, television continues to receive warnings from Indonesian Broadcasting Commission (KPI) regarding the frequently violated P3SPS standard. One strategy for reducing reprimands is the activity of the quality control division, which filters a programme before it is broadcast to the public. This research employed a qualitative approach through interviews, observation, and literature study. It applied the gatekeeper theory related to Shoemaker and Reese's hierarchy of influence theory, which identified five factors affecting gatekeepers' P3SPS-based decision-making. The result of this research is Individual levels of the quality control division could be filtered based one ducational background and broadcasting expertise. In the routine of the media industry, quality control personnel engaged in extensive discussion during the broadcast preview process. At the organisational level, PT EMTEK Tbk owns organisational power. However, when the quality control staf was in a grey area position, the director of programming had an essential role in determining broadcast eligibility. At the extra media level, the quality control division served as an Indonesian Broadcasting Commission for television; O Channel's competitors and benchmarks include Inews TV. At the ideology level, the quality control division utilised O Channel’s ideology, slogan, vision ans mission, and P3SPS, as reference when determining the boradcast eligibility of a show. O Channel TV’s quality control process had attempted to satisfy P3SPS standards and broadcast eligibility. The quality control process was the lack of labour, which resulted in an accumulation of material and the indeterminate arrival time of the material.

Additional Information: | Munculnya media baru seperti media daring, tidak menghalangi televisi sebagai media yang masih diminati oleh masyarakat. Program – program yang dihasilkan oleh televisi semakin beragam. Namun, sampai saat ini televisi masih mendapat teguran dari KPI mengenai P3SPS yang kerap kali dilanggar. Salah satu cara yang dilakukan untuk mengurangi teguran tersebut ialah adanya aktivitas divisi quality control yang berfungi untuk memfiltrasi sebuah tayangan sebelum disiarkan kepada khalayak. Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara, observasi serta studi pustaka dan menggunakan teori gatekeeper yang terhubung dengan teori hierarchy of influence Shoemaker dan Reese yang menunjukan lima faktor yang memengaruhi gatekeeper dalam pengambilan keputusan yang berlandaskan pada P3SPS. Hasil Penelitian, level individu divisi quality control memiliki kemampuan dalam memfiltrasi dengan latar belakang pendidikan serta pengetahuan dalam bidang broadcasting. Rutinitas media staf quality control mempunyai aktivitas diskusi yang masif dalam proses preview tayangan. Level organisasi, pemilik kekuasaan ogranisasi ialah PT. EMTEK, Tbk, namun yang beperan penting ialah head of programming dalam penentuan kelayakan siar apabila staf quality control berada pada posisi grey area. Level extramedia, divisi quality control berfungsi sebagai KPI dalam sebuah televisi, O Channel memiliki saingan pasar sekaligus menjadi acuan seperti INews TV. Level ideologi, divisi quality control dalam menentukan kelayakan siar suatu tayangan dipengaruhi oleh ideologi dari O Channel serta slogan dan visi misi serta menjadikan P3SPS sebagai acuannya. Proses quality control yang dilakukan oleh O Channel TV sudah berusaha untuk memenuhi standar P3SPS dan kelayakan siar. Hambatan yang terjadi dalam proses quality control adalah kurangnya tenaga kerja sehingga terjadi penumpukan materi dan tidak diketahui waktu pasti datangnya sebuah materi. | |||||||||
