Abstract
Neng Lasmy Liesmaya. NIM 092191. “Strategi Pejabat Pengelola Informasi dan Dokumentasi (PPID) Polda Banten dalam Pelayanan Informasi Publik”. SKRIPSI. Program Studi Ilmu Komunikasi. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. 2013. Pelayanan informasi publik merupakan suatu program yang dilakukan Polda Banten dalam rangka menjalankan UU KIP dan Perkap No.24 tahun 2011. Pejabat Pengelola Informasi dan Dokumentasi (PPID) adalah petugas yang berwenang menjalankan pelayanan informasi publik. Tujuan penelitian ini untuk mengetahui strategi yang dilakukan oleh PPID Polda Banten dalam pelayanan informasi publik dilihat dari fungsi manajemen POAC yaitu proses planning, organizing, actuating dan controlling. Menggunakan teori sistem sebagai panduan penelitian. Penelitian ini menggunakan metode kualitatif dengan observasi dan wawancara sebagai teknik untuk mengumpulkan data. Wawancara dilakukan kepada 4 orang informan yang menjabat di subbid PPID Polda Banten sebagai key informan dan second informan. Hasil penelitian menunjukan bahwa proses planning dalam program pelayanan informasi publik di Polda Banten dirumuskan oleh bidang humas Polda Banten meliputi persiapan Sumber Daya Manusia (SDM) dan media penunjang program; proses organizing dilakukan dalam bentuk pelatihan kepada anggota PPID; proses actuating yaitu menyajikan informasi serta merta, berkala dan setiap saat pada web pelayanan dan menanggapi permintaan informasi publik secara manual; proses controlling dilakukan dengan cara menyaring informasi yang akan diberikan atau dipublikasikan sesuai ketentuan dalam UU KIP. Kata kunci : Pelayanan informasi publik, PPID, Manajemen POAC, dan Teori sistem.

Documentation and Information Management Officer (PPID) is the authorized officer to run a public information service. The purpose of this study to determine the strategy undertaken by PPID Polda Banten in public information services as views functions of management POAC, are the process of planning, organizing, actuating and controlling. Using systems theory as a study guide. This study uses qualitative observation and interview as a technique for collecting data. Analysis of data using triangulation techniques by comparing answers source at the same time with different tools. Interview being 4 people consisting from subbid PPID Polda Banten as key informant and second informant. The results showed that the process of planning the program of public information services in Polda Banten formulated by public relations development includes the preparation of Human Resources (HR) programs and supporting media; organizing process is carried out in the form of training to members PPID; actuating process which presents information necessarily , periodically and at any time on the web service and respond to requests for public information manually; controlling process is done in a way to filter the information to be provided or published in accordance with the Freedom of Information Law.
