Abstract
Official clothes are worn to show the identity of the state civil apparatus when carrying out official duties. In implementing the PDH smart casual policy, ASN in the Bogor City Regional Secretariat is given freedom of dress but still must use attributes on weekdays based on Bogor Mayor Regulation Number 30 of 2022 concerning office clothing in the Bogor City Government. Identification of the problem: how is the effectiveness of the implementation of the Smart Casual Daily Service Wear (PDH) policy as an ASN identity in the Bogor City Regional Secretariat based on Bogor Mayor Regulation Number 30 of 2022? And what are the inhibiting factors to the effectiveness of the implementation of the Smart Casual Daily Service Wear (PDH) policy as an ASN identity in the Bogor City Regional Secretariat based on Bogor Mayor Regulation Number 30 of 2022? The theories used in this research are legal effectiveness theory and law enforcement theory. The method used in this research is empirical legal data analysis through descriptive analysis using a qualitative approach. The data used is primary data in the form of interviews with the Head of the Law and Human Rights Section of the City Regional Secretariat and the Evaluation Subcor of Documentation and Legal Information of the Bogor City Regional Secretariat, as well as secondary data. The research results obtained are the effectiveness of the implementation of the Smart Casual Daily Dress Policy (PDH) that has not been implemented effectively, this is because there are factors of legal effectiveness that have not been carried out as they should, while the factors are the absence of sanctions, lack of oversight of the Policy, Daily Uniforms (PDH) ) Smart Casual does not reflect the culture of the City of Bogor, there are ASNs at the Regional Secretariat of the City of Bogor who lack discipline and do not comply with policies such as not using attributes. There are policy inhibiting factors, namely weak law enforcement, lack of legal awareness of ASN, lack of policy outreach and the absence of a budget to buy Smart Casual Daily Wear (PDH). Suggestions, in order to realize an effective policy, leaders need seriousness in implementing the Smart Casual Daily Wear (PDH) policy, such as increasing supervision and law enforcement.

Dalam penerapan Kebijakan PDH smart casualASN di Sekretariat Daerah Kota Bogor diberikan kebebasan dalam berpakaian, namun tetap harus menggunakan atribut pada hari kerja berdasarkan Peraturan Wali Kota Bogor Nomor 30 Tahun 2022 tentang Pakaian Dinas Di Lingkungan Pemerintah Kota Bogor. Identifikasi masalahnya, bagaimana efektivitas penerapan kebijakan Pakaian Dinas Harian (PDH) Smart Casual sebagai identitas ASN Di Sekretariat Daerah Kota Bogor berdasarkan Peraturan Wali Kota Bogor Nomor 30 Tahun 2022? dan, apa yang menjadi faktor penghambat dari efektivitas penerapan kebijakan Pakaian Dinas Harian (PDH) Smart Casual sebagai identitas ASN Di Sekretariat Daerah Kota Bogor berdasarkan Peraturan Wali Kota Bogor Nomor 30 Tahun 2022?. Teori yang digunakan dalam penelitian ini yaitu teori efektivitas hukum dan teori penegakan hukum. Metode yang digunakan dalam penelitian ini yuridis empiris, analisis data melalui analisis deskriptif dengan menggunakan pendekatan kualitatif, data yang digunakan yaitu data primer berupa wawancara dengan Kepala Bagian Hukum dan HAM Sekretariat Daerah Kota dan Subkor Evaluasi Dokumentasi dan Informasi Hukum Sekretariat Daerah Kota Bogor, serta data sekunder. Hasil penelitian yang didapat adalah efektivitas penerapan Kebijakan Pakaian Dinas Harian (PDH) Smart Casual belum dilaksanakan secara efektif, hal ini dikarenakan terdapat faktor efektivitas hukum yang belum terlaksana sebagaimana seharusnya, adapun faktornya yaitu tidak adanya sanksi yang tegas, kuranggnya pengawasan Kebijakan, Pakaian Dinas Harian (PDH) Smart Casual tidak mencerminkan budaya Kota Bogor, terdapat ASN di Sekretariat Daerah Kota Bogor yang kurang disiplin, dan tidak menaati kebijakan seperti tidak menggunakan atribut. Terdapat faktor penghambat Kebijakan yaitu lemahnya penegakan hukum, kurangnya kesadaran hukum ASN, kurangnya sosialisasi Kebijakan dan tidak adanya anggaran untuk membeli Pakaian Dinas Harian (PDH) Smart Casual. Saran, agar terwujudnya suatu kebijakan yang efektif dibutuhkan keseriusan para pemimpin dalam menerapkan kebijakan Pakaian Dinas Harian (PDH) Smart Casual, seperti meningkatkan pengawasan dan penegakan hukum. | |||||||||
